20210628 Special City Council Minutes City of Beverly Special Meeting of the City Council Public Meeting Minutes Monday, June 28, 2021, 6:30pm ` City Council Chambers, City Hall, 191 Cabot St. V This meeting was live streamed by BevCam. ZOZI JUL 29 P 21 52 Estelle Rand, City Council Vice President, called the meeting to order at 6:31pm. Members Present: Stacy Ames, Dominic Copeland (arrived 6:39pm), Timothy Flaherty (arrived 6:41pm), Julie Flowers, Todd Rotondo, Estelle Rand, Scott Houseman Members Absent: Kathleen Feldman, Paul Guanci Ames led the pledge of allegiance. Communications from other City Officers and Boards Order#136- Planning Director Darlene Wynne-Proposed Ordinance Change-Possession or consumption of public ways or on public places or in private property. Rotondo stated he filed a disclosure form with the City Clerk's Office earlier today since he is a local business owner. Wynne gave a summary of the proposed change and stated it would extend outdoor dining through the end of this season to April 2022. Houseman asked if any thought had been given to how outdoor dining could continue past this year. Wynne stated there was a pilot program before and there are conversations about finding those opportunities in a way that is fair. The City is participating in the Local Rapid Recovery Program which also would look at opportunities. Ames, Flaherty, Rotondo, and Rand all discussed outdoor dining benefits during the pandemic, as well as some of the concerns like if diners can bring dogs, noise, and access to parking spaces.
