Stephanie Williams, City Solicitor, Jesse Dole, Assistant Solicitor, and Teresa Kirsch,
Public Health Nurse

Acting Chairman William Alpine called the meeting to order at 3:07 pm.
Mr. Burke asked to have the attendees muted. Mr. Dole explained that since this is a public
meeting, not a public hearing, the Chairman can recognize people to speak. Mr. Burke and Mr.
Alpine tried to have the attendees, numbering in the hundreds, quiet down for the Doctors from
Lahey speak. The functionality of Google Meet made it impossible to mute the audience, many of
whom were speaking loudly and were not respectful of the order of the meeting.
Ms. Williams suggested the Chairman call a recess. Mr. Alpine called a recess at 3:13. At 3:15 he
then announced the meeting was adjourning, which most could not hear. Mr. Burke formally
adjourned the meeting a few minutes later. However, due to technical difficulties, the Google
Meet platform was unable to be closed until 4:02, keeping the meeting open for attendees to
express themselves in an unofficial capacity.
