on insisting city council and the mayor's office debate the issue.The Collins center provided their
recommendations and their reasons for not adding such a provision. Dinkin rebuts, it is their role to
encourage further debate on the issue. Bowen notes there could be other non-charter ways of adding
legal analysis capacity to the legislative branch.
Pinciaro weighs in. He presumes there will be debate on the other topics and inquires why specify this
particular point specifically. Dinkin notes he cited the difference between this recommendations and
others. Dinkin strongly insists the other entities discuss. Ames notes Flaherty does not want them
undoing all the work they've done.Tabling the issue for the moment, Dinkin believes they can adopt the
following: William's suggested changes in wording; and to attach the minutes and all deliberations to
the executive summary. Dinkin suggests a vote on those measures then turning their attention to
rewording the executive summary on the issue.
DeSilva moves to accept comments 1-3 in the solicitors' document for changes in the executive
summary and to attach all meeting minutes to the executive summary. Dinkin seconds.The motion
carries 5-0.
Bowen suggests the following language for executive summary section Recommendation and Factors to
Consider, "The committee had a 3-3 split vote on the final proposed amendment, and therefore does
not make a recommendation on this issue.Two factors to consider:the Collins Center advised against
adopting this proposal;the committee acknowledged that there may be other ways to address the issue
of legal analysis, outside of a new Charter provision".
Dinkin moves to accept the current language on the legal counsel to council issue. Pinciaro seconds.The
motion carries 5-0.
Bowen and DeSilva briefly discusses minor edits.The members agree to continue with a motion to
approve the executive summary. Dinkin further recommends the committee confine changes to
punctuation, spacing,grammatical errors with no substantive changes to the executive summary.
Dinkin Moves to approve the executive summary as presented. DeSilva seconds.The motion carries 5-0.
There being no additional questions or comments. No further action at this time.
4. Adiournment
Members agree to dissolve the committee at a later date, preferably near the Public Hearing for City
Council.
