MAY 19, 1999
A Meeting of the Planning & Construction Committee was held on Wednesday, May 19,
1999 at 7 PM at the Beverly Public Library, 32 Essex Street, Beverly, MA. Present were:
Raymond Bouchard, Rodhey Maxnet, Robert Griffin, Cheryl Sydorko, Thad Siemasko,
Timothy Brennan and Debbie Comeau. Also present were: William Lupini, Judith
Mulligan, Peter Searoans, Ron Bouchard and Sam Bird.
The Meeting was called to order at 7:07 PM by Mr. Bouchard.
Briscoe School Update
The Commission is in receipt of a memo sent to the Mayor regarding funding of
$800,000.00 for the work to be done at Briscoe School. Bids have been received on the
exterior work and a contract award has been made to "Epoxy Systems, hc". The total
bid was $231,000.00. The Architect's estimate for the job was $422,000 including
contingency. A contract document has been sent along to the company. Interior work to
be done at Briscoe was advertised in the paper today. Mr. Bouchard stated that he has not
seen the specs or plans.
Mr. Lupini asked for an update on the time-frame around the demolition of the Bus
Garage. He also questioned whether the stack needs to be upgraded and repairs needed to
be done. Mr. Bouchard stated that the Commission is awaiting an Abestos Abatement.
He also stated that according to the study done, the stack needs to be repaired
Contract for the bathroom windows project has been awarded and contract documents
have come back. The Contractor did not submit the proper insurance documents. The
City can not move forward until those documents come back.
MeKcown School Update
Mr. Seamam reported that a meeting was held between Mr. Mello, the Mayor, Mr.
Flansburgh, Mr. Bird, Mr. Bouchard, etc. Mr. Mello agreed to provide a schedule for
repairs and reiterated their commitment to finishing the items on the punchlist.
A.vem P-~val Side School Update
Mr. Seamarts reported construction is in good shape. Furniture maybe moved in before
the school totally finished but the Contractor has asked for a punch list beforehand.
Castagna has given a completion date of July 19th but no change order has been
submitted.

Mr. Bouchard reported that Change Order No. 1 was executed. The amount of that
change order was $284,862.00 which encompassed most items that were strictly money
items and did not have time-extensions attached to them. There will be an additional
meeting to discuss an extension of time the Contractor has asked for as well as an
additional $10,000.00. In exchange for this, they will give us certain classrooms in a
finished state as long as we guarantee that we will not interfer with other sub-contractors
finishing up. This will be put into writing to satisfy everyone. Right now substantial
completion by the Contractor is scheduled for June 14th. They are looking for 30-days
extension to July 19th.
Hannah/Cove School Update
Mr. Seamarm reported the SubBids opened on May 7th and there was less interest than
anticipated. The bids received were under was what was expected. The Commission is
in receipt of this bid information. One paint contractor, Kaloutas Painting, has asked to
withdraw their bid, siting a mathematical error in their bid. Flansburgh has requested
their backup information regarding the withdrawal. General Contractor bidding opens on
Friday, May 21st.
Mr. Bird reported that the total for the Filed Sub-Bids is $6,359,000.00 on both schools.
Mr. Bird could not supply the split between the two schools. When the final bids are set,
the Commission will have the cost split between the two schools. Mr. Bouchard asked
Mr. Bird to give a copy of the Architect's estimate on bids to Mr. Seamam. The
references on the sub-hidders have been checked.
The Commission is in receipt of a copy of the bidders for "Construction Quality Control
& Testing" on Hannah and Cove School Projects. The lowest bidder was ATC
Associates, Inc. with a bid of $10,625.00. Mr. Maxner made a Motion the Commission
accept ATC Associates, Inc. bid subject to satisfactory review of their qualifications by
Mr. Bird. Mr. Siemasko seconded the Motion which was carried unanimously by the
Commission.
The Commission is in receipt of an updated "Change Order Log" on the Ayers Ryal Side
School Project. The Commission asked Mr. Seaman to do a comparison of the log and
give the information to Mr. Bird.
The Commission will walt to hear from Flansburgh & Associates on the General
Contmctor's Bid. A meeting will be called to award the Contract.

Approval of Previous Meeting Minutes
Mr. Brennan made a Motion to approve the Minutes of the March 17th Meeting as
amended which was seconded by Mr. Maxner. The Motion was carded tmanimously.
Mr. Maxher made a Motion to approve the Minutes of the April 21st Meeting as
mended. This Motion was seconded by Mr. Brennan and carried unanimously.

Mr. Maxner made a Motion to approve the Invoices as presented which was seconded by
Ms. Sydorko. The Motion was carried unanimously.
