A meeting of the Planning & Constraclion Committee was held on Wednesday, June 17, 1998 at 7PM at
the Beverly Public Library, 32 Essex Street, Beverly, MA. Present were: Chairman, Raymond
Boutchard, Chev~ Sydotko, Manmen Hobin, Red Maxnet, Thad Sitm~o, Tim Bre~nan, Debbie
Comeau, Secretary. Also in attendance were Judy Multigan, Jearme Kuespen of Earl F~ &
Associates, l~ter Se3mans, Project Manager and William Lupini, Superintendent of Schools.
Mr. Bouchard called the megring to order at 7:15 PM.
Project MartSget' S Upda~ "N~v Elementary School"
Mr. Scarnans report~i that a floor in the classroom nearest the pond has sellled three to four inches.
There will be extensive review of the site to assess the damage and determine a poss~le course of action.
The McKay School is silted to move items out of their old school next week and into the new shcool.
Before this can happen, a "punch list" needs to be done to determine what work is left to be completed,
whether it is worthy to move in or if any, what classrooms are usable at this time. Ayers-Ryal Side School
needs to vacate their building by July 1, 1998.
Tim Brenna. reported that on Monday he asked for "elevations" to be taken throughout the classrooms
and cafeteria in the new school to determine damage.
The Soccer Field outside the new school has been seeded and the curb work around the school has begun.
Avers-Rval Side School
Bids were opened and the lowest bidder was Castagna Construction Corporation, 65 Parker Street,
Newburyport, MA with a bid of $5,857,000.00.
A Motion was made by Mr. Scamans to instruct the Mayor to award the construction contract to Castagna
Construction Corporation. This Motion was seconded by Ms. Sydorko. Jeanne Kuespert of Flansburgh &
Associates stated that her finn recommends awarding the contract to Costagna Corporation.
The Motion was carried unanimously.
FlansburRll & Associates Update
1. Change Orders submitted:
MeHo Construction has asked for a 4S-day extension of time to complete McKoown
school. This extension revolves around Fire Protection issues. The Commission agreed
that some extension may be due but will not recommend an extension to the Mayor until
MaHo Construction submits a formal request in writing.
Lighting in the Media Center at McKeown School - Flansburgh & Associates feels that
the lighting level is inaccurate in the Media Center. They admitted miscalculating the
level of lighting and cost. The Commission has asked that a letter of explanation for
Chang Order be faxed over to City Hall.
1.2 F & E Update
Flansburgh & Associates reported that the furniture donated by Stone & Webster will he

2. Ayers-Ryul Side Construction Project
F!anstnwgh & Associates ~port~d that the contract awarded for th~ construction will be
approximately $150,OOO.OO below budget They suggested a few ways the mon~-y c~ld be
puttom:
a. Lighting
They feel that the lighting in the existing school will be inadequate. The windows are being
replaced with smaller ones and the building is loosing alot of natural light. This expenditure
was not included in the original bid for work because of budget restraints. The estimated
cost for this project would be approximately $50,000 - $70,000. Mr, Brennan stated that
Massachusetts Electric could come in and upgrade the existing lighting and this might he
enough.
b. Casework
They feel that the casework in the existing classrooms should he upgraded. The cost for new
casework would be approximately $50,000.00 plus the cost of the design so that the project could
go out to bid.
c. Exterior Wood Trusses
Flangourgh & Associates conducted basic testing to determine the shape of the wood lrnsses.
They found the trusses to be deteriorating. They recommend cutting the trusses to behind the
soffit. There are 40 trusses and the cost would be approximately $500.00 per a truss or
$20,000.00 for the entire project.
Flansburgh & Associates reported that we have a conlract with Wesley & Sampson for $1700.00 for
Blasting/Geotechnical Testing.
Flansburgh & Associates reported that our contract with UST for hazardous material removal has been
extended. UST will also complete the work on Ayers-Ryal Side School.
Flansburgh & Associates recommended to the Commission that we sot up a naighborhood informational
meeting regarding the Ayers-Ryal Side Construction. Mr. Seamalts will send out invitations nad put up
bulletins. The meeting should be held before July 5, 1998.
The Contractor, Castagna Construction Corporation, takes over the Ayers-Ryal Side School on July 1,
1998. The oil tanks must be emptied before then. Mr. Maxnet stated that they had been emptied.
3. North Ceoterville Elementa~ School Resubmissions
Jeanne Kuespert reported that all paperwork had been submitted for that construction project.
The State has not asked for any additional information.

4. Hannah/Cove Elementa~z Schools
Joanne Kuespert reported that construction on these schools mas~ start before ~uly 1, 1999.
We need to start in September/October with a project schedule,

On a Motion made by Mr. Maxher and sccoMe~l by Ms. Hobin, it was unanimously voted to approv~ th~

Old Business
Mr. Lupihi asked whether Contract Amemtment #6 was being handled by the Mayor. Mr. Bouchard
stated it was.
Mr. Lupini slated that the City needs to move forward with a conWact for the masonary work to be done
on the schools. Mr. Bouchard stated that the Mayor would like to set up a meeting to come up with a plan
of attack.
Ms. Mulligan stated that the feasibility study done on Briscoe School has been completed. She has copies
ready for the Commission Members.
Mr. Maxner made a Motion, seconded by Ms. Sydorko, to adjourn the meeting at 9 PM. The Motion was
carried nnanimoasly.
