MINUTES
JANUARY 6, 1997
A meeting of the Building and Other Facilities Planning and Construction
Committee was held on Monday, lanuary 6, 1997 at the Briscoe Middle School,
School Committee room at 6:00 p.m. Present were Ray Bouchard, Thad Siemasko,
Rod Maxher, Tim Brennan, Maureen Hobin, School Business Manager Judy
Mulligan, Project Manager Peter Sereare and Bob Tis of the Beverly Citizen.
Ray called the meeting to order. Peter gave an update on the status of the award of
the contract for the new elementary school. He handed out a summary of bids
received which shows Mello Construction to be the low bidder. He also handed out
a review of Mello's references done by Earl R. Flansburgh + Associates and a copy of
the general bid form completed by Mello. Peter then recommended acceptance of
Mello's bid. Maureen made a motion that based upon due diligence performed by
others and a review conducted by Earl R. Flansburgh + Associates, Inc. by
memorandum dated January 6, 1997, the Building and Other Facilities Planning and
Construction Committee hereby recommends to the Mayor that the contract for
construction of the New Elementary School on Balch Street, Beverly, MA be
awarded to Mello Construction Inc., 43 Taunton Green, Taunton, MA 02780 in
accordance with the base bid submitteed on November 21, 1996 for the proposed
contract price of $5,683,000. The motion was seconded by Rod. Thad expressed
concern about the~City not yet holding title to the land and asked for an amendment
to the motion stating that the recommendation of award of the contract be subject to
the City of Beverly having clear title to the land and, secondly, that the necessary
appropriation be in place in accordance with Mass. General Laws. Rod seconded the
motion to mend. It was voted 5-0 to accept the amendment. It was then voted 5-0 to
accept the main motion as amended. Rod made a motion to adjourn, Thad
seconded and it was voted 5-0 to adjourn. The next meeting will be held on
Wednesday, January 15, 1997
