1997-05-03PLANNING & CONSTRUCTION COMMITTEE MINUTES MARCH 5, 1997 A meeting of the Building and Other Facilities Planning and Construction Committee was held on Wednesday, March 5, 1997 at 6:30 p.m. at the Briscoe Middle School, School Committee Room. Present were Ray Bouchard, Thad Siemasko, Mike Nardella, Tim Brennan, Rod Maxner, Maureen Hobin, School Business Manager Judith Mulligan, Director of Purchasing Christopher Bradley, Phil Hubbard of the Community Development Office and Norman Ganley of the Beverly Commission on Disabilities. Ray called the meeting to order then recessed for presentations from Stubbins Associates, Naecker Ammondson and Meyer and Meyer. Following the presentations the meeting was called back to order. Gary Siden of Nilsson-Siden Associates reported on the bid opening for roofs at two fire stations. There were 12 bidders, ranging in price from $51,000 to $92,000. The original estimate was $80,000, so bids fell well within the estimate. The three lowest bidders were as follows: Belcour - $51,750, Alt. #1 - $6500, Alt. #2 - No Bid, Alt. #3 - No Bid Pinnacle Systems - $54,225, Alt. #1 - $2300, Alt. #2 - $8300, Alt. #3 - No Bid A & M Roofing - $62,800, Alt. #1 - $6400, Alt. ~#2 - $12,000, Alt. #3 - No Bid All three bidders are DCPO qualified. Alternate #1 was for a fully adhered roofing system instead of a ballast system at the main fire station. Alternate #2 was for an aluminum parapet-cap at the main station. Since the prices were low enough to allow for alternates #1 and #2, Belcour was taken out of consideration for not addressing alternate #2 in their bid. Pinnacle, the next lowest bidder, had three good references. The architect recommended Pinnacle with alternates #1 and #2 for a total of $64,825. Rod made a motion that based on a recommendation of the Director of Purchasing and Gary J. Siden, Principal of Nilsson-Siden Associates, Inc., the Planning and Construction Committee hereby recommends to the Mayor that the contract for Beverly Fire Dept. roof replacements be awarded to Pinnacle Northeast Systems, Inc., 420 Boston Turnpike, Shrewsbury, MA 01543 in accordance with the bid submitted February 27, 1997 for the proposed base contract price of $54,225 with alternates #1 and #2 for an additional $10,600. The motion was seconded by Tim and voted 6-0. Ray asked Judy to send a letter to Mayor (CC: Chris Bradley) regarding the above recommendation. Ray polled non-voting members regarding the design firm for handicap accessibility improvements at City Hall. Results in order of preference were as follows: Norm Ganley - Naecker-Ammondson, Stubbins, Meyer & Meyer Chris Bradley - Naecker-Ammondson, No comment, No comment Phil Hubbard - Naecker Ammondson, Meyer & Meyer, Stubbins Judy Mulligan - Stubbins, Naecker-Ammondson, Meyer & Meyer Voting members voted as follows: Mike Nardella - Stubbins, Naecker- Ammondson, Meyer & Meyer Thad Siemasko - Stubbins, Naecker- Ammondson, Meyer & Meyer Maureen Hobin - Stubbins, Naecker-Ammondson, Meyer & Meyer Rod Maxner - Naecker-Ammondson, Meyer & Meyer, Stubbins Tim Brennan - Naecker-Ammondson, Meyer & Meyer, Stubbins Ray Bouchard - Stubbins, Naecker-Ammondson, Meyer & Meyer After discussion, Thad made a motion, seconded by Tim to accept the 4-2 vote for Stubbins. A negotiating committee comprised of Maureen, Tim and Thad was assigned by Ray. He would like to have negotiations wrapped up before the next meeting on Wednesday, March 19, 1997. Ray requested that Strekalovsky and Hoit attend the next meeting. Rod made a motion to adjourn, Mike seconded and the meeting adjourned at 9:00 p.m. Respectfully submitted, Jddith A.
