MINUTES
MARCH 19, 1997
A meeting of the Building and Other Facilities Planning and Construction Committee was
held on Wednesday, March 19, 1997 at 7:00 p.m. at the Briscoe M~ddle School, School
Committee Room. Present were Ray Bouchard, Thad Siemasko, Tim Brennan, Rod
Maxnet, Maureen Hobin, Cheryl Sydorko, Director of purchasing Christopher Bradley,
Project Manager Peter Seamens, Phil Hubbard of the Community Development Office,
Director of Community Services Tom Scully and Friend of the Beverly Public Library
Michelle Mann.
Ray called the meeting to order. Tom Scully presented a Draft Request for the Beverly
Farms Library which shall be talcan under advisement.
Thad gave a review of the Stubbins Proposal of scope of services. Committee felt fees for
basic services seemed high by about $5000. Outside elevator fee not included in the scope
of services. Question - Did we lead them in the direction of not including outside elevator
in scope of services because we only had $110,000.00 to spend?
Strekalovsky & Hoit gave a presentation of the Educational Specifications for the
Secondary Schools. Each member present received copies of the Education Specification
Worksheets. Basic minimum ofupgrades for highscool are $13 million, see page 4 of
handouts. Items 1-5 are mandatory, and items 6-11 are recommended but are optional.
Ray asked S & H to prioritize 6-11.
Motion to meet on second Wednesday after fwst Tuesday made by Peter, seconded by
Rod.
There was a discussion regarding what the process for field decisions and change orders
for the new school should be. One option is for Rod and Peter to be authorized to make
payments between the amounts of $2,000 - $5,000 or should a general fund they could
draw off of be available to them?
William D. Bartholomew fi'om 32 Balmoral St., Stratham, N.H. '03885 was voted to be
clerk of works, phone//1-603-772-5809 at a fee to be negotiated at signing of contract
not to exceed the amount funded of $55,000. per year. Voted unanimous.
