The meeting was called to order at 7:35 a.m.
The minutes of April 24, 2003 meeting were accepted as mailed.
In the first order of new business, Ms. Kathleen Sturm, 110 Dodge Street who had applied for a
permit to keep chickens on her property, presented to the Board a diagram of property with her
intentions. Mr. Burke told the Board that Animal Control Officer Jim Lindley had visited the site
on March 3, 2003. He informed Ms. Sturm that her abutters would be notified by the Health
Department and a date set for meeting agenda. The Board reviewed her plans and intentions.
Chairman Carbone told Ms. Sturm that the Board received (6) six responses; all negative. Also,
they strongly opposed keeping of any roosters which had not bee mentioned. Chairman Carbone
informed Ms. Sturm that the regulation states the pen must be within 50 ft. of nearest street and
this does not meet those requirements. Also, Board suggests that she withdraw her request for
permit at this time, present plans to her direct abutters and come back to reapply with positive
letters of approval. She agreed.
Mr. Patrick Scanlon, President of Scanlon Associates who was next on agenda was not present.
Mr. Scanlon works for Wheelabrator, the company that is a running mercury recovery program
which the Health Department is working with during the thermometer exchange program. Mr.
Scanlon is interested in stopping contractors from discarding mercury thermostats into regular
trash and waste stream via a regulation somewhat like towns of North Reading and Northbridge
have. It would involve the building department also. Mr. Alpine suggested tabling discussion,
consulting with other departments involved and inviting Mr. Scanlon back to future meeting. Mr.
Burke will get in touch with him for follow-up at next meeting.
Mr. Burke spoke to Kitty Hunt, Tobacco Control Program and D.J.Wilson, Clean Air Works
regarding language changes to Chapter 9A. Chairman Carbone made motion to amend regulation
to include those changes. Motion seconded and approved by all.
Mr. Burke informed the Board that a recent e-mail from Tom Scully, Director of Community
Services regarding the 2004 Budget was requesting further cut of $28,000 from Health
Department budget. The Board discussed this and with most of our work being mandated by state
and local laws there doesn’t leave too much left. With great reluctance the 87-year old dental
clinic is most likely to be affected.
Tobacco Control compliance checks were carried out recently. Forty-two checks were completed

with two sale violations. Hess, 295 Cabot Street had its 2. violation in 24 months and has been

fined $100.00, Pump & Pantry, 44 Dodge Street had 1. violation and will receive warning.

Mr. Burke gave Board an update on the April 26 Household Hazardous Waste Collection Day.
The number of cars was down considerably from other past years. 322 cars responded this year;
last year, 550 cars. Factors may have been the inclement weather, and school vacation week. Cost
estimate is $14,000. 220 propane tanks were taken in.
Mr. Burke suggested that in near future the 1994 fee schedule should be reviewed and updated.
The regulations for animals or barn permits need updating, also, the Recombinant DNA/Biotech
regulations need reviewing. Mr. Burke will begin gathering information from other communities
on these topics for future discussion.
The Board accepted report from Dental Clinic for March and April 2003.
The next scheduled meeting is June 26, 2003. There will not be a meeting in July due to
scheduling conflicts and vacations.
