1996-03-13ELEMENTARY FACILITIES BUILDIN& COMMISSION The Elementary Facilities Building Commission met on Wednesday, March 13, 1996 at the Briscoe Middle School at 6:00 p.m. Present were Mike Lauranzano, John Drislane, Nancy Levin, Judy Mulligan, Rod Maxner, Mayor ScanIon, North Beverly Principal Tom Kokos, Cove Principal Betsy Frattaroli and Earl Flansburgh, Jeanne Kuespert, Jack Campbell, Chris Scarzi, and Jim Highum of Earl Flansburgh and Associates and Mike Radner of Geller and Associates. The staff of ERF + A had responded to concerns of the principals of North Beverly and Cove by redesigning a part of the addition to each school. They presented these new designs to the Building Commission. Mike Lauranzano made a motion, seconded by Nancy Levin, to accept the new configuration of Cove as presented on March 13, 1996 in response to the principal's concerns. It was voted unanimously to approve the new design. John Drislane made a motion, seconded by Mike Lauranzano, to accept the new configuration of North Beverly as presented on March 13, 1996 in response to the principal's concerns. It was voted unanimously to approve the new design. Chris Scarzi discussed the new school. The architect had done some tightening of size. Nancy Levin moved, and John Drislane seconded, to include the soccer field but not the baseball field as shown on the site plans and to increase the size of the gymnasium by 800 sq. ft. So voted unanimously. Nancy Levin moved, and Mike Lauranzano seconded, to accept the design of the new school with the changes voted above. So voted unanimously. Mike Radner presented an alternate parking plan for Hannah as suggested by the principal. He discouraged its acceptance due to site constraints and inadequacies of this new design. Mike Lauranzano made a motion, seconded by Nancy Levin, to keep the Hannah plans as originally voted. It was voted unanimously to keep the design as previously approved. City Councilors Bill Coughlin and John Mahan arrived at 6:30 p.m. Tom Scully and City Councilor Bruce Nardella arrived at 7:00 p.m. Bill Coughlin spoke to the need for a soccer field at the North B~verly school site and expressed his desire that the new school be larger at 3 classrooms per grade instead of 2. Bruce Nardella spoke to the size of the new school, expressing his concern that the school should be 3 classrooms per grade. He also addressed the issue of the need for another access road to the Ayers school. John Mahan commended the Building Commission and the School Committee for all the work they have done. Jeanne Kuespert handed out the Civil Engineer proposals. Nancy Levin made a motion, seconded by John Drislane, to authorize Mike Lauranzano to approve one of the proposals and to inform ERF +A of his decision. So moved. The meeting adjourned at 7:40 p.m. to be immediately followed by a meeting of the School Committee. The next meeting will be held on Monday, March 18, 1996 at 12:00 noon. At 10.15 p.m. the School Committee recessed and the Building Commission reconvened in order to discuss adding 1 or 2 classrooms to the new school. Mike Lauranzano made a motion, seconded by Nancy Levin, to add one classroom to the new school. It was unanimously voted. After some discussion it was moved by Mike Lauranzano to rescind the previous vote. It was seconded by Nancy Levin and unanimously voted to rescind the vote for 1 additional classroom to the new school. Mike Lauranzano then moved to increase the size of the new school by 2 classrooms. It was seconded by John Drislane and unanimously voted to increase the size of the new school by 2 classrooms.
