1996-04-29ELEMENTARY FACILITY BUILDING COMMISSION MINUTES
A meeting of the Elementary Facilities Building Commission .was held on
Monday, April 29, 1996 at 12:00 noon at the Briscoe Middle School. Present
were Mike Lauranzano, Nancy Levin, John Drislane, Judy Mulligan, Rod
Maxner, Tom Scully, Michele Gordon and Earl Flansburgh and Jeanne
Kuespert of ERF+A.
Jeanne Kuespert handed out an agenda (see attached). The design of the new
school was reviewed. Moderate changes are being made as development
continues.
There is still an outstanding issue regarding the size of the site for the new
school. ERF+A has been asked to come up with site proposals assuming a 6
acre lot. They have 2 proposals which were shown to the building
commisssion. ERF+A will work directly with the mayor to resolve
outstanding issues.
Jeanne stated that from here on ERF+A will notify us if any change, proposal,
etc. will incur additional costs.
The commission needs to make a recommendation to the School Committee
prioritizing the school construction projects. Roof leaks at Centerville,
Hannah and Ayers were discussed. Everyone agreed that the New School
should be first. ERF+A suggests that Hannah be second due to facilities issues.
Mike Lauranzano feels Ayers should be second due to overcrowding.
Construction of new areas at Ayers could start while kids are in school, which
gives more flexibility if the new school is not completed by September. The
following order was agreed upon with some suggested construction dates:

Hannah
Cove
North Beverly
Centerville
10/96-11/97
7/97-12/97 (work on new areas)
12/97-7/98 (complete renovations)
7/98-7/99
7/99-7/00
7/00-7/01
7/01-7/02
M(ke Lauranzano moved to approve the above list of order. Nancy Levin
seconded but asked that we speak to the School Committee about the phasing
of Ayers as described above. Voted 3-0 to approve the above order of
construction.
Judy handed out a proposed borrowing schedule as piepared by her office and
the office of the City Treasurer.
There will be a design review meeting on Thursday at 2:00. The food service
sonsultant will have the design of 2 satellite kitchens and a central
distribution kitchen available.
The meeting was continued to Wednesday, May 1 at 7:30 p.m. in the same
location, prior to a special meeting of the School Committee which will vote
on the order of construction of the school building projects.
The next regularly scheduled building commission meeting will be held on
Monday, May 13, 1996 at 12:00 noon at the Briscoe Middle School.
