1996-08-05ELEMENTARY FACILITY BUILDING COMMISSION MINUTES
A meeting of the Elementary Facilities Building Commission was held on
Monday, August 5, 1996 at 12:00 noon at the Mayor's office in City Hall.
Present were Nancy Levin, Mike Lauranzano, Judy Mulligan, Rod Maxner,
Mayor ScanIon, Marshall Handly, Tom Scully and Jeanne Kuespert and Earl
Flansburgh of ERF+A.
Jeanne handed out an agenda. Marshall H. is still working on the new school
and North Beverly deeds. The state priority list for school building projects
was received. Our school projects rank as follows out of a total of 122 for FY
96.'

The latest cost estimate for the new school was handed out. It is currently
$5,338,000. No additional cuts will be made at this time as bid prices might
come in lower.~
ERF+A expressed concern about the safety of the water at Shoe Pond. The City
doesn't feel this is an issue as it is currently used for irrigating the golf course.
ERF+A would like to grade the edge of the soccer field onto Cummings
property to avoid a steep slope. The area involved will be used as a parking
lot. As long as there will be no impact, Cummings should agree. No
archaeologically significant sites were found by the consultant but asbestos
shingles were found in the northwest corner of the site.
Peter Seamans, the Mayor's administrative assistant, will be responsible for
distribution of bidding documents. There will be a meeting August 6 at 1:30
with Peter, Tom Scully and Jeanne K. to go over the proper procedure for
sending bid documents and the necessary record keeping.
The new building commission will be appointed soon. Peter Seamans will be
the project manager with hopes that this will not take up more than 50-75%
of his time. Tom Scully will advertise for a clerk of the works in the central
register, Boston Globe, and Salem News and post at City Hall. The Mayor is
taking applications for purchasing agent.
Judy received quotes from Chatoff Engineers,"Centennial Engineers, Daigle
Engineers, Gale Associates and LEA for the independent structural review.
The low bidder was Chaloff Engineers. Mike L. made a motion and Nancy
seconded to award the work to Chaloff. Voted 2-0.
Judy handed out copies of the bids received for printing from CCI, Applied
Image, and Charette. Mike L. made a motion to award to Applied Image as
they were low bidder. Nancy seconded and it was voted 2-0.
Invoices were presented for approval and signed by Nancy and Mike.
The next meeting will be held on Tuesday, August 20, 1996 at 7:30 p.m. at
Briscoe in the School Committee Room.
