1996-08-20ELEMENTARY FACILITIES BUILDING COMMISSION MINUTES AUGUST 20, 1996 A meeting of the Elementary Facilities Building Commission was held on Tuesday, August 20, 1996 at 7:30 p.m. in the Briscoe Middle School, School Committee room. Present were Earl Flansburgh and Jeanne Kuespert of Ea~ Flansburgh & Associates (ERF+A), architects for the project; Michael Lauranzano and Nancy Levin, current building commission; Raymond Bouchard, Thad Siemasko, Cheryl Sydorko, Rod Maxnet and Timothy Brennan, new building commission; Mayor William ScanIon, Chief Procurement Officer Tom Scully and School Business Administrator Judith Mulligan. Jearme Kuespert handed out an agenda. She gave an overview of the total project (all six schools) using the site and building plans currently on display at the library: Mike Lauranzano asked Judy to mail out copies of the most recent project budget to new commission members. She will do so along with copies of the minutes. Quesfions were raised about the status of the .deeds for the new school and North Beverly school. Mayor Scanlon stated that the subdivision plan for the new school is complete and the deed is in the works. Marshall Handly is still researching the deed to the North Beverly school. ERF+A would like the new school deed to include the issue of grading at the edge of the proposed soccer field. Marshall Handly is working on this as well. Regarding the issue of hazardous materials (asbestos shingles) uncovered by the archaeologist, the report which will' show the location of these Shingles is expected to be completed next week. A course of acfion will be decided when the report is received. Jeanne K. handed out a new bidding schedule with revised dates. At this time the City is still planning on using Peter Searoans, the Mayor's assistant, as the Project Manager. Ads are out for Clerk of the Works. Judy will follow up on the bid for asbestos consultant which was awarded to Hygienetics Environmental Services, Inc. There has been no response or activity since the award of the bid. Jearme K. has prepared an RFP for testing during construction. Tom Scully would like ERF+A to issue the RFPs. ERF+A would like the City to award the contract due to insurance issues. Ray Bouchard would like ERF+A to award the contract. ERF+A will discuss this issue with legal counsel. Invoices were approved by the current building co/nmission. There was discussion about the roofing materials to be used on the five existing schools as they are renovated and expanded. Current plans call for rubber membrane roofing. Rod Maxher end Judy Mulligan expressed concern about vandalism issues at these one story schools and would like the commission to consider other alternatives which may better withstand this type of abuse. This will be discussed further. The next meeting is scheduled for Wednesday, September 18 at 7:30 p.m. at the Briscoe Middle School, School Committee room. Respectfully submitted, Judith A.
