The meeting was called to order at 7:30 a.m.
The Board reviewed and accepted the minutes of September 18, 2003 meeting.
First on the agenda, was the updated fee schedule that Mr. Burke has been working on. It hadn’t
been updated since 1994. Board members reviewed all fees and discussed some changes made.
Motion by Mr. Walsh to accept fee schedule as drafted, seconded by Mr. Alpine. Board agreed to
adopt as regulation.
Mr. Burke informed the board that Pat Zingariello is back from sick leave and meeting a busy
schedule.
The annual Flu Clinic was held Saturday, October 25, 2003 at the Senior Center from 9 – Noon

and was very successful, 850 doses were administered. A 2 Clinic is scheduled for Thursday,
November 13, 2003 from 3–5 p.m. at the Senior Center for residents and Beverly employees. On

November 5 Pat will be providing an hour-long clinic for police and fire department employees.
On October 23, 2003 the sixth meeting of Regional Boards of Health was held at Senior Center.
Representatives from Danvers, Saugus, Swampscott and Beverly were present. Some of the
issues discussed were ETS updates, mercury contamination to the environment, mercury recovery
programs, open burning regulations, idling buses with diesel fuel and RDNA regulations. It was
also discussed whether to continue with meetings or not. Most seem to have an interest, however,
a guest speaker knowledgeable on RDNA would be welcome.
Mr. Burke informed the board its food-licensing program has been automated utilizing an ‘Access
Program’. This should expedite the renewal process and also keep track of inspections. The
program will eventually be used for all other permits.
Mr. Burke taped a program for BevCam Cable Network. The show NE Talk hosted by Dr. Mavis
Jaworski will discuss functions and activities of the Health Department. A date for airing is not
known at this time.
Susan Pelletier, Dental Hygienist and Mr. Burke attended the semi-annual meeting of Beverly

Dental Society on October 28. Mr. Burke updated the group on the fiscal challenges of the clinic
in the current economic climate and discussed efforts to obtain licensure of the clinic to make it
more self-sufficient to insulate it from the volatility of the municipal budget process.
The Health Department and Beverly Hospital recently co-sponsored a presentation by Dr. Bela
Matyas, Medical Director for Massachusetts Department Public Health, entitled ‘Update of
Emerging Pathogens’.
The Department hosted the Community Health Network Area ‘s Regional meeting entitled
“Snapshot of Public Health”.
Dr. Carbone spoke about the recent Regional meeting of Boards of Health. He finds interesting
the mix of topics from other communities. He believes, however, that more follow up work is
needed on these topics, maybe, sub-committee or action group. Speakers may be good idea
referencing, mercury disposal or pesticides and RDNA. The next regional meeting is scheduled
for January 15, 2004.
Mr. Burke will try to get Phil Kliminowicz, DPW to the next meeting to speak on Pesticides in
Beverly.
The next scheduled meeting is November 20, 2003.
