1996-07-02ELEMENTARY FACILITY BUILDING COMMISSION MINUTES
A meeting of the Elementary Facilities Building Commission was held on
Tuesday, July 2, 1996 at 2:30 p.m. at the Mayor's office in City Hall. Present
were Nancy Levin, Mike Lauranzano, Judy Mullig/m, Rod Maxher, Mayor
Scanlon, Tom Scully, and Ieanne Kuespert and Earl Flansburgh of ERF+A.
Jeanne K. handed out an agenda. The first item was review 6f cost estimates.
Mike L. made a motion and Nancy seconded to rescind the motion to reduce
the quality of plumbing fixtures (savings of $18,100) and to rescind the motion
to reduce quality of lighting in the corridors (savings $13,560 per latest cost
estimate). Voted 2-0. Nancy L. made a motion and Mike L. seconded to make
pitched roofs on cafeterias at Cove and North Beverly an alternate on the bid.
Voted 2-0.
Three alternatives for source of water for irrigation of the soccer field were
presented - city water, wells (as in Danvers), and pumping water from Shoe
Pond. Mayor prefers third option (Shoe Pond). It was decided that the entire
school perimeter with the exception of Balch St. should be fenced and there
should be a gate to the pond.
There is a question of when the' new purchasing agent will be hired by the city
and what will be the pickup and delivery location for bids.
The City Council voted to waive permit fees. The new building commission
is yet to be finalized. The present building commission will serve until a new
one is appointed with some overlap for continuity. There was discussion
about a project manager. ERF+A feels very strongly about the necessity of this
position, It was suggested that Beth Debsky of the Salem Planning Dept. might
be interested and is very capable having served as project manager for the
Salem schools building project. A clerk of the works also needs to be hired.
Tom Scully, the Mayor, Marshall' Handly, Judy M, and Jeanne K. will meet on
Thursday, July 11 at 9:00 a.m. in the Mayor's office to resolve specification
issues.
The Building Commission will hold its next meeting on Monday, July 15,
1996 at 12:00 noon in the Mayor's office.
