1996-07-15ELEMENTARy FACILITY BUILDING COMMISSION MINUTES A meeting of the Elementary Facilities Building Commission was held on Monday, July 15, 1996 at 12:00 noon at the Mayor's office in City Hall. Present were Mike Lauranzano, Nancy Levin, Judy Mulligan, Rod Maxner, Mayor ScanIon, Marshall Handly, and Jeanne Kuespert of ERF+A. Jeanne K. handed out an agenda. She asked if ERF+A could submit a CAD disk to Cummings to insure that the new plot will not affect the siting of the building. Marshall H. said it would be OK. Marshall is continuing to research the deed for the North Beverly school. Jearme K. handed out a proposed schedule for bidding and construction of the new school. An alternate date for beginning of construction of March 1997 was considered. Marshall recommends the bidding documents contain two options: completion within 395 days of execution of contract and alternate 1: start date up to the contractor but completion by June 1, 1998. Marshall is still reviewing the general conditions of the bid. Judy and Rod spoke about their concerns with the specifications for rubber membrane roofs on all the schools. Due to vandalism issues on the single story schools they would like to be sure that the roofing material chosen will stand up to expected abuse. They discussed the cold applied process provided by Tremco. Other roofing systems and manufacturers were discussed. It was decided to go with the specified rubber membrane roof on the new school but to do more research before the other schools are put out to bid. Proposals were submitted for design of the irrigation system at the new school. Mike L. made a motion, seconded by Nancy to award the bid to Day's Lanscaping, Inc. Voted 2-0. Jeanne will cclarify any questions the bidder may have regarding electro-mechanical issues. The Mayor is still undecided about hiring a project manager. There was discussion about the clerk of the works position. The purchasing officer position has been advertised. ERF+A gave Judy a list of names to call regarding quotes for the independent structural review.
