Mr. Alpine called the meeting to order at 7:35 a.m. in the absence of Chairman Carbone.
The Board accepted the minutes of the October 30, 2003 meeting as mailed.
Mr. Burke introduced Phil Klimowicz, Supervisor of Parks & Playgrounds in Beverly. Mr.
Klimowicz spoke of treating all parks and playgrounds, trees and grounds throughout the year.
He has three arborists and seven park workers. All are well educated and certified in pesticide
application and turf management. However, he says that not many pesticides are used and only
state approved, they try to promote plant health. They do their own fertilization.
Mr. Burke updated the board regarding Youth Access to Tobacco compliance checks done on
November 25th & 28m. The following establishments violated regulation by selling to minors:
Rapid Refill .. Route 128
Borah's Rantoul St.
American Petroleum Cabot St.
A Plus/Sunoco Brimbal Ave.
Shell Brimbal Ave.
Ail were sent f'mes of $100.00 and informed that a 2nd violation within 24 months would be
$200.00 and a 7-day suspension of tobacco permit.
The Salem Sound Shoreline Survey being funded through a 604B Grant is moving forward. The
consultant is in the final stages of collecting data Coeaeh testing, drainage plans, infrastructure
improvements). Ouffall testing is to begin in the spring of 2004.
On December 4, 2003 Pat Zingariello and Mr. Burke attended a planning meeting to form
Regional Public Health Emergency Response Coalitions hosted by MDPH Center for Emergency
Preparedness. Beverly is a member of Region 3, which is comprised of forty-eight communities.
Attendees agreed to form 5 sub-regional coalitions within Region 3. Region 3 stands to receive
$740,833.00 for 'Year One' funding (see Handout).
The last chance flu clinic was held December 11, 2003. Eighty-five Doses were dispensed. We
have used all of our vaccine (Fact Sheet/DPH memo).
Pat has begun planning for the 2004 Community Wellness Day scheduled for Saturday, April 3,
2004 at the Vittori-Rocci Hall.
Regarding a speaker for the January 15th Regional meeting, a representative from Biolabs would
be interested but had a conflict on that date. Mr. Sam Lipson from Cambridge expressed interest.

A meeting on December 31"t is scheduled with Superintendent Lupini to discuss continued use of
the present location of the Dental Clinic. Also, a meeting is being planned for December 30~h
with Mary Foley of DPH, Division of Oral Health to discuss licensing issue. As discussed prior,
Sue Pelletier and Mr. Burke addressed the Beverly Dental Society regarding support for a
licensed clinic. Also, they have discussed with Vittofi-Rocci Post, having a pancake breakfast
fundralser for the dental clinic, tentatively in February in recognition of Dental Health Month.
No date has been scheduled for January Board meeting as yet. E-mail will be sent.
