Chairman McMahon calls the meeting to order at 6:30 p.m. and
introduces Bill Lyons from the consulting firm of HTSD. The City
is retaining the services of this firm to conduct preliminary
design studies and plans for transportation improvements along
Brimbal Avenue and Route 128. Their work efforts will include
the design of an overpass over Route 128 to provide access to the
Norwood Pond site, which is City-owned. McMahon explains that
the Norwood Pond Commission has asked the Economic and Community
Development Council to conduct an economic impact analysis of the
industrially-zoned area around the Norwood Pond site. She
explains that representatives of HTSD are here tonight to discuss
whether the studies and data developed by HTSD can be used by the
ECDC in preparing the analysis.
Lyons explains that the firm is in the very early stages of data collection, and details for the
commission what the scope of his firm's studies will be. He states that although the Norwood
Pond Commission has not yet made final recommendations on use of the City-owned property, it
appears they are leaning toward recreational uses. He says that in order to design traffic
improvements that will be adequate for the future, it is important to find out how much traffic
might be generated from this area in the future. He states that designs are typically based on a ten
or twenty year projection of traffic volumes.
Lyons explains the various methods that can be used to develop future traffic generation rates.
Members of the ECDC explain the nature of public discussion currently on-going with respect to
the area surrounding the City's former landfill offBrimhal Avenue and discussions several
members of the Norwood Pond Commission have had with property owners in the area.
General discussion is held with respect to what factors can be analyzed for an economic analysis,
including possibly the increase in property values that would result from the project. Lyons states

topographical lines, wetlands and vernal pools as idemified by aerial photography, and zoning
district boundary lines.
Following the discussion, the ECDC tentatively schedules a follow-up meeting on the subject for
November 18, 1998 at 7:00 p.m., and asks staff to provide copies of the "IR" (Restricted
Industrial) section of the zoning ordinance in advance of that meeting.
Rodenbaugh: motion to adjourn, seconded by Mooney. All members in favor, motion carries.
