The Beverly School Committee held a Public Hearing on the proposed FY04 School Department
Budget Tuesday, May 27, 2003, at the Beverly High School Auditorium, Beverly, MA.
Members Present: Ms. Coburn, Ms. Bell, Ms. Brusil, Ms. Cronin, Ms. Norris, Mr. Tallo
and Mayor Crean.
Also in Attendance: Dr. William Lupini, Superintendent of Schools,
Dr. James Hayes, Assistant Superintendent,
Greg Zammuto, School Business Manager,
Annemarie Cesa and Wendy Taylor, Citizen Advisors, Standing
Committee on Finance and Facilities.
Ms. Cronin called the meeting to order at 7:00 PM.
Ms. Cronin, Finance and Facilities Chair announced the reason for the special meeting was to
consider the FY04 School Department Budget, in accordance with Massachusetts General
Laws, Chapter 71, Section 38N.
Ms. Cronin introduced the other members of the Standing Committee on Finance and Facilities:
Virginia Coburn
Michael Tallo
Bill Lupini, Superintendent
Anne Marie Cesa, Citizen Advisor
Wendy Taylor, Citizen Advisor
Tim Flaherty, City Councilor, was unable to attend
The meeting was turned over to Superintendent Lupini for a detailed presentation on the
proposed FY04 budget, in the amount of $39,242,289, showing areas of decreases
and increases over last year's budget. Areas of increase that most heavily impact the
budget are special education and health insurance (employee benefits).

President Coburn thanked the Standing Committee on Finance and Facilities and the citizen
advisors, for their diligent work over the past months. Special acknowledgement and
appreciation was directed at the Superintendent and Administration for development of a
thorough and comprehensive budget document.
When no other persons requested to be heard, Ms. Coburn declared the proceedings closed.
The meeting adjourned at 8:20 PM.
