The meeting was called to order at 7:00 p.m.
Chairman Carbone opened the meeting by welcoming members of the Salem Board of Health and
thanking them for coming to discuss smoking regulations in restaurants and bars and the
possibility of regional collaboration. The Beverly Board is considering going from a partial
restaurant smoking ban to a 100 percent ban that may also cover bars and private clubs. A public
hearing will be held in Beverly at a later date.
Salem already has a full smoking ban in restaurants and bars but not private clubs. Salem does not
have a variance clause in their regulation.
All Board members participated in discussion of complaints and support of the regulation. A
better solution may be found by a regional approach.
Pat Goelhert from Coastal North Shore Boards of Health, Tobacco Control Collaborative spoke
in support of a regional smoking ban. Other communities in the Boston, Chelsea, and Cambridge
area are also working together for ‘Clean Air Works’.
Plans were made for another regional meeting to be held Thursday, April 4, 2002 at the Council
on Aging, 90 Colon Street, Beverly. Invitations will be sent to other surrounding communities. It
is hoped to have a guest speaker familiar with the “Clean Air Works” project.
