A special meeting of the Beverly School Committee was held on Tuesday, June 24, 2003, at the
Briscoe Middle School, Beverly, MA.
Members Present: Ms. Brusil, Ms. Coburn, Mayor Crean, Ms. Cronin, Ms.
Norris, and Mr. Tallo.
Members Absent: Ms. Bell
Administrators in Attendance: Dr. William Lupini, Superintendent of Schools; Dr. James
Hayes, Assistant Superintendent of Schools; Mr. Greg
Zammuto, Business Manager.
President Coburn called the meeting to order at 8:25 PM.
FY03 Budget Closeout
The Standing Committee on Finance & Facilities recommended that the School Business
Manager be given permission to make budget transfers necessary at year end to balance
FY03 accounts, and that he be directed to provide the School Committee with a complete list
of these transfers at the August School Committee meeting.
The Standing Committee on Finance & Facilities recommends that the School Business
Manager be given permission to hold utility invoices in an amount up to $50,000 until FY04
if such action is necessary to balance the FY03 budget.
A motion was made by Mr. Tallo and seconded by Mayor Crean to give the School Business Manage
permission to make the budget transfers necessary to balance FY03 accounts and to hold utility invoices in
an amount up to $50,000 until FY04 if such action is necessary to balance the FY03 budget. Unanimously
voted.
Declaration of Surplus Property
Upon the recommendation of the Standing Committee on Finance and Facilities, a motion
was made by Ms. Cronin and seconded by Mayor Crean that the Edwards School be declared
surplus property as of March 1, 2004, and the building returned to the City of Beverly with
the understanding that $925,000 of the proceeds be included as part of the Fy04 school
department operating budget. Furthermore, it is the goal of the School Committee, City
Council and Mayor Thomas Crean that some portion of the remaining funds be dedicated to
capital improvements at Beverly High School, in order to address the current probationary
status of the facility. Lastly, Superintendent William Lupini agrees to present a plan to the
City Council in October 2003, which will document how the School Department will reduce
its dependence on the “one-time” revenues by 50% in FY05 and totally for FY06.

Food Service Update
Dr. Lupini informed the committee that due to concerns about the recent proposals submitted
by outside vendors in response to our RFP, the administration recommends hiring a Food
Services Director.
FY04 Budget
Upon a recommendation by The Standing Committee on Finance & Facilities, a motion was
made by Ms. Cronin and seconded by Ms. Norris to adopt a FY04 operating budget of
$37,861,046, which requires a city appropriation of $35,794,796. This budget reflects an
artificial reduction of $925,000 in health insurance, which will be accounted for as a
supplemental appropriation form the City of Beverly when the Edwards School is sold.
Therefore, the actual FY04 operating budget is $38,786,046, which requires a total city
appropriation of $36,719,796.
