2002-03-13BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS March 13, 2002 A regular meeting of the Beverly School Committee was held on Wednesday, March 13, 2002, at the City Council Chambers, Beverly City Hall, Beverly, MA. Members Present: Ms. Bell, Ms. Brusil, Mayor Crean, Ms. Cronin, Ms. Norris, Mr.Tallo and Ms. Coburn. Members Absent: None Also in Attendance: William Lupini, Superintendent of Schools, James Hayes, Assistant Superintendent, Judy Mulligan, School Business Manager, and Hans Baumhauer, Director of Operations. President Coburn called the meeting to order at 7:04 PM. The Pledge of Allegiance was led by Ms. Norris. RECOGNITION John Lyons, Director of Health, Physical Education and Athletics, assisted Superintendent Lupini and President Coburn in recognition of students, coaches, and teams for their accomplishments during the 2002-2003 winter athletic season: · Boys Basketball: Bill Comb, Scott Gambale, Luke Vuylsteke, David Whigham · Girls Basketball: Tara Murphy, Rachael Poor · Ice Hockey: Matt O'Hearn, Brian Rubin, Chris Bernard · Girls Winter Track: Jessica Carson, Allison Andruszkiewicz, Jackie Cook, Mary Woolaver · Swimming: Lindsay McCarthy, Scott Oleson, Nicole Zarba · Boys Winter Track: Jim Brady, Sean Conlon, Sarad Tomlinson · Basketball Cheering: David Archer, Kenya Farrar, Shaina Newman · Ice Hockey Cheering: Catherine Freni, Joan DiPietro · Gymnastics: Kristen Reynolds, Mark Scialdone, Lauren Kelleher Dr. Hayes, Assistant Superintendent and John Aucone, Briscoe Middle School Principal, assisted Dr. Lupini and Ms. Coburn in recognizing Pauline LeClaire and Mike Scaparotti, Grade Six Teachers, Briscoe Middle School, for organizing and implementing the Math Fair at Briscoe. Special recognition and thanks was noted for Judy Miller, Director of Technology, for assistance on the Math Fair. Mayor Crean presented a special award to Judy Mulligan, Business Manager, for her efforts to secure the Green Schools funding for the Centerville School building project. A brief recess was declared at 7:24 PM. The Committee reconvened at 7:35 PM. Regular Meeting March 13, 2002 Page 2 REPORT FROM STUDENT REPRESENTATIVE Liz Mueller reported on the following activities at Beverly High School: - fundraiser to benefit AIDS and Ethiopia "Glimmer of Hope" - ongoing recycling - Student Senate formation of subgroups to represent more student voices - Howard Zinn presentation well received - Weekly lunch posters to promote food services OPEN FORUM FOR CITIZEN CONCERNS Dr. Tim Oman addressed the Committee regarding concerns about middle school redistricting and viable options. A public hearing on the redistricting proposal will be held Wednesday, April 3, 2002 at 7:30 PM in the Briscoe Middle School Auditorium. COMMUNICATIONS Members noted receipt of communications regarding the following: - early release days and the school calendar - middle school redistricting - Verizon-sponsored Olympic Team presentation at Briscoe Middle School APPROVAL OF RECORDS · It was moved by Ms. Norris and seconded to approve the records of the regular meeting held February 13, 2002, as presented. So voted. SUPERINTENDENT'S REPORT Community Audit for Arts Education Richard King, Director of Fine Arts, presented the final report of the Community Audit for Arts Education (from the Kennedy Center) and requested members review it for use in future planning. Second Reading of Proposed District Policy It was moved by Mr. Tallo and seconded to approve the High School Completion policy, as presented for a Second Reading. So voted, with Ms. Norris voting in opposition to the motion. School Calendar · Upon the recommendation of the Administration and the Standing Committee on Curriculum, Instruction and Student Life, it was moved by Mayor Crean and seconded to approve the 2002-2003 School Calendar, with five tentative early release days, as presented. So voted, with Ms. Bell and Ms. Cronin voting in opposition to the motion. Budget Transfers · Upon the recommendation of the Administration and the Standing Committee on Finance and Facilities, it was moved by Ms. Norris and seconded to approve the following budget transfers, as presented: a) move $1,280 from ED700 62872 to ED710 62872 b) move $450 from SP410 62275 to SP410 62872 c) move $209.66 from ME610 62260 to ME710 62872 So voted. Regular Meeting March 13, 2002 Page 3 School Improvement Plans · Upon the recommendation of the Administration and the Standing Committee on Curriculum, Instruction and Student Life, it was moved by Ms. Cronin and seconded to approve the School Council Improvement Plans for North Beverly Elementary School, Beverly High School, McKeown Elementary School, Cove Elementary School, Ayers Ryal Side Elementary School and Centerville Elementary School. So voted. Superintendent's Performance Goals This item will be deferred to the next regular meeting, following review by the Subcommittee on Negotiations. Informational Items · Proposed rental of Edwards Elementary School by Salem Public Schools Negotiations are proceeding; presently waiting on the RFP. · Elementary Open Enrollment Based on current projected elementary enrollments, a small number of parents will be notified that we need to deny some requests for continued open enrollment due to anticipated class sizes. Letters will be sent next week. · April Regular Meeting The start time for the regular meeting will be changed to 8:00 PM to accommodate recognitions and Fine Arts Festival activities. · MCAS 2002 Testing Schedule April 2-12 Grade 3 Reading Test April 9 English Language Arts Composition - Grades 4,7,10 May 13-24 All other content testing - Grades 4,5,6,7,8,9,10 A summary of the current MCAS graduation standard status of the Class of 2003 including December retest results, was included in meeting materials. · Changes in calendar and meeting dates are displayed on the beverlyschools.org website. COMMITTEE REPORTS AND UPDATE ON SCHOOL COMMITTEE GOALS Secondary Facilities Mr. Tallo reported a meeting will be held March 27, 2002. School Committee Goal I - Develop Plan to Improve Beverly High School Facility No report at this time. Standing Committee on Curriculum, Instruction and Student Life Ms. Norris reported on the meeting held March 4, 2002. The Edwards School dance will stnd be held June 1 and closing festivities are planned for June 2. . The next meeting will be Monday, April 1, 2002 at 7:00 PM. Regular Meeting March 13, 2002 Page 4 School Committee Goal II - Promote Beverly High School Efforts are underway to gather existing materials to promote Beverly High School. Standing Committee on Finance and Facilities Ms. Cronin reported on a meeting held February 26, 2002. Discussion items included a FY02 budget update, FY03 budget presentation, transportation cost projections and postponement of a Food Services RFP to FY04. School Committee Goal V - Update District Policy Manual Ms. Cronin is meeting with the Superintendent to determine next steps in the Policy Manual revision process. Subcommittee on Negotiations School Committee Goal IV - Review Process and Documentation for Superintendent's Evaluation Ms. Bell reported a meeting was held with Dr. Lupini regarding the evaluation document. Another meeting will be held in the near future to consider revisions to the document. School Committee Goal III - Develop a Strategic Plan for the Beverly Public Schools Ms. Coburn reported discussions are underway to secure a consultant for this goal. · It was moved by Ms. Norris and seconded to go into Executive Session to consider negotiations with non-union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Ms. Brusil, Mayor Crean, Ms. Cronin, Ms. Norris, Mr. Tallo, Ms. Bell, Ms. Coburn NO: None So voted. The Committee recessed at 8:42 PM.
