A regular meeting of the Beverly School Committee was held on Wednesday, August 28, 2002,
at the City Council Chambers, Beverly City Hall, Beverly, MA.
Members Present: Ms. Bell, Ms. Brusil, Ms. Cronin, Mayor Crean,
Ms. Norris, Mr. Tallo and Ms. Coburn.
Members Absent: None
Administrators in Attendance: William Lupini, Superintendent of Schools,
James Hayes, Assistant Superintendent,
Greg Zammuto, Business Manager, and
Hans Baumhauer, Director of Operations.
President Coburn called the meeting to order at 7:05 PM.
The Pledge of Allegiance was led by Ms. Cronin.
COMMUNICATIONS
Members noted receipt of communications regarding athletic eligibility policy and user fees,
rental of building at Cove School, busing to Hannah School and general bus traffic.
RECORDS OF MEETINGS

It was moved by Ms. Bell and seconded to approve the records of the regular meeting
held June 12, 2002, and the special meetings held June 19, 2002 and June 27, 2002, as
presented.

It was moved by Mrs. Bell and seconded to amend the motion to approve the special
meeting held June 19, 2002 and the special meeting held June 27, 2002, as presented.
Unanimously voted. The records of the June 12, 2002 regular meeting will be
considered at the September meeting.

and Student Life, it was moved by Ms. Norris and seconded to approve the policy

School Committee Meeting in September
The regular meeting date in September will be changed from Wednesday September 11,
2002 to Wednesday, September 18, 2002.
Information Items
A copy of the final disposition of the FY02 school department budget was presented in
meeting materials, detailing transfers and balances in revolving accounts. Dr. Lupini was
pleased to report that it was not necessary for the Administration to pay up to $50,000 in
June/July bills in FY03 in order to complete the FY02 budget, as was approved at the
June meeting.

Various community events are being scheduled for a September 11 Remembrance,
including activities at Beverly High School at 8:30 AM.
A successful induction for new teachers was held August 26, 2002. Dr. Lupini thanked
Central Office staff who assisted with this event.
A tour of the North Beverly Elementary School will be held Tuesday, September 3, 2002
at 6:00 PM.

Dr. Lupini stated that Opening Day for teachers on September 3 will include a speaker
this year.

Ms. Coburn will serve as delegate to the Annual MASC Conference.
Copies of Consent for Athletic and Field Trip forms were distributed to members.
Student Handbooks
Copies of elementary, middle school, and high school student handbooks were distributed
to members.
Visit to Kennedy Center
Members received information from Richard King, Director of Fine Arts, regarding a
recent visit to the Kennedy Center in Washington, DC, part of a grant program awarded
to the Beverly Schools. Ms. Brusil attended the Center along with Mr. King and reported
on the visit, including a brief appointment with Senator Ted Kennedy.
COMMITTEE REPORTS AND UPDATE ON SCHOOL COMMITTEE GOALS
Secondary Facilities
School Committee Goal I - Develop Plan to Improve Beverly High School Facility
Mr. Tallo reported a subcommittee meeting was held on June 26, 2002, and a subsequent
meeting was held on July 25, 2002 with SMMA representatives, Mayor Crean, Christine
Lynch (State Department of Education), and committee members.
Information details on the process and reimbursement were explained. The needs
conference requirement of the process has now been satisfied, and the city will need to
appropriate the full amount for the cost of the high school project in order to get on a
funding list. A meeting will be scheduled with Ms. Griffin, Mr. Durkin, Mayor Crean
and Dr. Lupini. The next committee meeting will be held September 25, 2002.
Standing Committee on Curriculum, Instruction and Student Life
School Committee Goal II - Promote Beverly High School
Ms. Norris reported on a meeting held June 19, 2002. The next meeting will be held
September 9, 2002.
Standing Committee on Finance and Facilities
School Committee Goal V - Update District Policy Manual
Ms. Cronin reported on a meeting held June 26, 2002, to approve the school department
budget. The next meeting will be held Tuesday, September 24, 2002.
Subcommittee on Negotiations
School Committee Goal IV - Review Process and Documentation for Superintendent's
Evaluation
President Coburn reported on a meeting held with Dr. Lupini on August 23, 2002. The
existing evaluation document will be used this year and a re-evaluation of the instrument
will be completed after receipt of responses. The document, along with the

Superintendent's self-evaluation, will be mailed to members by September 6, with a

request to complete and mail back to Ms. Norris by September 25. Ms. Norris will
compile the results, including verbal comments, to be presented at the October meeting.

The Subcommittee on Negotiations will meet again on October 9, 2002.
School Committee Goal III - Develop a Strategic Plan for the Beverly Public Schools
No further report at this time.
Executive Session
·
It was moved by Ms. Brusil and seconded to go into Executive Session to discuss
collective bargaining with non-union personnel, take whatever action necessary,
and not return to Open Session.
A roll call vote resulted in the following:
YES: Mrs. Norris, Mr. Tallo, Mrs. Bell, Mrs. Brusil, Mayor Crean,
Mrs. Cronin, and Mrs. Coburn.
NO: None
Unanimously voted.
The Committee recessed at 8:02 PM.
The Committee went into Executive Session at 8:07 PM.
