1999-10-12PRESENT: ABSENT: PUBLIC: BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING OCTOBER 12, 1999 Commissioners Barnico, Dean, Eaton, Farmer, Gourdeau, Lydon, Mahoney, Rosen, and White Commissioners Duval and Vitale Ken Lewis, Gerry Nelson, Ken Robinson, Mel Briggle, Richard Mello, Dave Graham, Karen Nelson, Bill Kossolwan, Craig Schuster, and Renee CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. Edwards & Kelcey Presentation - Dave Graham gave an update on Terminal Instrument Procedures (TERPS). Evaluations for the proposed changes would first be done at FAR Part 139 airports in approximately 3-4 months, then at airports with at least 5,000' runways(s). An airport would have up to three (3) years to rectify any TERPS penetrations aRer the evaluation. Dave also offered the help ofEdwards & Kelcey in solving the problem with the ground- to-ground portion of the MALS. Reading of the Minutes for September 9, 1999 - Chairman Farmer called for a reading of the minutes. Commissioner White pointed out that the two Nay votes regarding the N.A.A. and Yanai proposed leases should be shown as two abstentions. Commissioner Gourdeau made a motion to accept the minutes with the corrections. Commissioner Dean seconded the motion. Motion passed unanimously. Reading of the Financial Report for September 1999 - Chairman Farmer called for a reading of the financial report. Commissioner White gave the report. Vice Chairman Eaton made a motion to accept the financial report subject to audit, seconded by Commissioner Gourdeau. Motion passed unanimously. OLD BUSINESS: · Gongas Acquisition - Chairman Farmer reported that the City Solicitor was supplying City Council with a needed piece of documentation. · Gurnard - Chairman Farmer reported that the City is awaiting a completion of project letter. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING OCTOBER 12, 1999 Taxiway "D" Extension - Chairman Farmer reported that the project was underway. Omni - Chairman Farmer informed the Commission of Jim Rutherford' s business closure effective September 30, 1999 and of the temporary tenant-at- will agreement with Mel Briggle. Chairman Farmer also reminded the Commission that there was an RFP out for the site and the opening of RFPs for the site is slated for November 8, 1999 at 3:00PM. Chairman Farmer will appoint a subcommittee to evaluate proposals. C$ NEW BUSINESS: 1. McLellan - Chairman Farmer informed the Commission of the McLellan kitchen fire and provided details. 2. GTE - Chairman Farmer told the Commission that GTE was talking with the City Solicitor and had no other information at this time. 3. Tom Ford - Chairman Farmer informed the Commission of the paperwork Tom Ford was waiting for in order to do a Beverly ConCom presentation. 4. Chairman Farmer asked the Airport Manager to attend any meetings that were airport related. Chairman Farmer talked about Carmen Ciampa and the Airport Manager brought the Commission up-to-date on the legal department's efforts to get a court date. 6. Chairman Farmer thanked all that were involved in the airport presentation, and that it was superbly done. AIRPORT MANAGER'S REPORT: The Airport Manager's report for the meeting was included in the commission packets. The Airport Manager updated the Commission on evems that had taken place since the packet mailings; updates included a scheduled meeting with Dufresne-Henry regarding "last chance" for input (BAC recommended) for Master Plan development, results of the industrial parcel appraisals, traffic tower count for September, GPS, and a monument survey. Ea BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING OCTOBER 12, 1999 CHAIRMAN/COMMISSION COMMENTS: · Chairman Farmer informed the Commission of an Open Meeting Workshop to be given by Kevin Burke' s office. Chairman Farmer informed the Commission of the need for the Airport Manager's evaluation. Chairman Farmer meted the Airport Manager to put together improvements and progress the Airport Manager was involved in so the Commission would have something to evaluate. The Chairman would then talk with the airport Manager. The Chairman will then sit with two or three commissioners to discuss the evaluation. Chairman Farmer said many times Commissioner Mahoney has suggested that the position of airport manager do work planning and it's one of the things the Chairman and Commissioner Mahoney want to do. The Airport Manager will pick his projects and pm goals to them, the projects would be reviewed by the Chairman. The Airport Manager would then be evaluated on the projects the Airport Manager was totally involved in. · Commissioner White said all involved in the airport presentation did a nice job. · Vice Chairman Eaton also thanked the airport staff for their work. · Chairman Farmer and Commissioner Mahoney also thanked the airport staff. Commissioner Rosen asked if the Ransom report comained anything that would hold up Tom Ford. He was told that a holdup is not anticipated, but that anything is possible. Commissioner Barnieo reported that all the feedback he has heard on the airport presentation has been favorable. He also informed there will be a Beverly Historical Association airport history presentation on November 1, 1999. He also requested an update on the water and sewer project, which the airport manager gave ~ Commissioner Mahoney asked about the status of the GTE fire fighting water reservoir and the ptunp house. Chairman Farmer said it would be addressed when the other GTE things are out of the way. · Commissioner Lydon asked what date does the Commission want to have its Christmas dinner. Friday, December 17, 1999 was the chosen date. 3 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING OCTOBER 12, 1999 Chairman Farmer recommended the event be held at the Beverly Golf& Tennis Club. The Danversport Yacht Club, Commodore Restaurant, and Pelonzi's HeartBide will also be looked at. Commissioner Lydon asked that FAA be contacted about the man allegedly staying with the occupants of 3 1 Burley Sweet.
