2001-02-15City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: February 15, 2001 Place: Council on Aging, Conference Room Board members present: Frank S.Carbone Jr., MD, Norman Spector and Peter Hersee Board members absent: Others present: William Burke, Director of Public Health and Thomas Scully, Director of Community Services, Pat Zingariello, Public Health Nurse. Recorder: Judith A. Balboni The meeting was called to order at 7:30 a.m. The Board reviewed, approved and accepted the minutes of the January 18, 2000 meeting. In the first order of business, Ms. Roberta Neuman, Chairman of St. Mary's School Board and Sr. Alice Hemans, S.P., Principal, presented the Board with reasons why they would like the nursing services restored to their school. Enrollment is 245 students, 185 are Beverly residents. They would like coverage from 10-2 pm. five days a week. They need someone to do vision & hearing testing, scoliosis testing, to complete forms and cannot afford to hire a nurse at this time. They have requested a letter from the Board to School Committee for support of enhanced school grant. The Board understands their plight but cannot give them nursing services they want. We can lend them our equipment for testing and offer guidelines. Public Health Nurse, Pat Zingariello offered her support and availability for any questions that may arise. A Variance request from ETS Regulation-100% Smoke-free requirement of newly constructed establishment was presented to the Board from Attorney Nicholas Ambeliotis, representing Mr. John Athanasoupoulos, owner of Garden City Pub, a newly constructed establishment being built at 23 Enon Street, the old Harvey's Auto Body Shop. The Board to take under advisement. After further discussion Mr. Spector moved to deny the request, Mr. Hersee seconded and Board unanimously denied. The Director and the Board discussed the new State Regulations on Body Art. Mr. Spector suggested that the Board adopt the tattooing and body-piercing regulations for an interim period of nine months to be in affect upon publication in local newspapers. Certain changes being reference to City of Beverly, fees to be same as Massage licenses: establishment $250.00 and $100.00 for practitioner. License time, annually. In Section 14, change word from 'shall' to 'may'. Mr. Hersee motioned to approve proposal, all accept. Use form 'generated' by Health Department. Chairman Carbone welcomed Pat Zingariello, Public Health Nurse, to the meeting. He informed her of some of the role expectations of the Board. Community (Awareness) Educator, a repository for information, able to refer, to coordinate Grants availability, Financial assistance, report quarterly to Board, and to attend Board meetings, etc. Pat informed the Board that she has already made various contacts in the community, the schools, with Health care providers, physician offices. She has been attending meetings throughout the community. She has approached Endicott College and North Shore Community College regarding volunteers assisting the Health Department for various clinics. Mr. Burke informed the Board that he had received letter of resignation from Lydia Doherty, Dental Clinic Coordinator. Date of resignation, February 23, 2001. He will meet with dental staff tomorrow. The Health Department will hold a Thermometer exchange day April 19, 2001. Anyone may bring in a mercury thermometer and receive free a digital the, mometer. This is to promote awareness of proper disposal of mercury products. Mr. Burke informed the Board that he has been meeting with Rep. Cahill's office to discuss local health issues, tobacco control, recreational camps, and the minimum requirements of the board of health. Also, the North Shore Health Agent Network is discussing these issues with Mass. Municipal Assoc., Mass. Health Officers Assoc., and Dept. Of Public Health. April 29, 2001 will be Household Hazardous Waste Collection Day. Meeting was adjourned at 8:45 a.m. The next meeting scheduled for March 22, 2001. Respectfully submitted,
