2001-01-08 BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS January 8, 2001 A regular meeting of the Beverly School Committee was held on Monday, January 8, 2001, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris and Mr. Cahill. Mayor Scanlon joined the meeting at 7:15 PM. Members Absent: None Also in Attendance: Dr. William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, Mrs. Judy Mulligan, School Business Manager, and Steven Cottle and Kate Murdock, Student Representatives. President Cahill called the meeting to order at 7:05 PM and welcomed all the students and parents in attendance. The Pledge of Allegiance was led by Mrs. Norris. RECOGNITIONS Superintendent Lupini and President Cahill recognized winners in the Beverly Transportation Department Bus Safety Poster Contest. Students, along with their parents, were invited forward to be individually recognized for their achievements: Kindergarten Samantha Solimeno, North Beverly Nicole Berry, North Beverly First Grade Angela Miller, Centerville Genny Cressy, Centerville Second Grade Alycia Corsbie, Hannah Heather Hicks, Hannah Third Grade Lauren McInnes, Cove Kanneganti Deepti, North Beverly Fourth Grade Lucus Paratore, Hannah Stephanie Frangos, North Beverly Fifth Grade Ashley Sanphy, Hannah Elisabeth Dwyer, Hannah Essay Poster Alexandra McKenzie, Grade Four, North Beverly Cove Poster Courtney Brennan, Grade Three, Cove Mr. Cahill declared a brief recess at 7:15 PM. Regular Meeting January 8, 2001 Page 2 The meeting reconvened at 7:17 PM OPEN FORUM FOR CITIZEN CONCERNS Elementary Report Cards Mr. Cahill recognized several parents for statements and concerns relative to the new elementary report card. Following citizen input, Superintendent Lupini presented remarks and updated information on the pilot project. A revision process will be conducted in the next few weeks. · The Superintendent will meet with the Elementary Report Card Committee on th January 9. · A survey will be sent to all parents (late January) who received the elementary report card during the first trimester. · Survey results will be tabulated and shared with parent/staff focus groups (February and early March). · Results of surveys and focus groups will be compiled to make final revision to the report card for implementation at all elementary schools in 2001-2002. Discussion and input from committee members was held. A full report on progress of the review will be held at the next regular meeting. A brief recess was declared at 7:47 PM. The Committee reconvened at 7:50 PM. REPORT FROM STUDENT REPRESENTATIVE Steven Cottle thanked Dr. Lupini for attending the meeting with students at the High School last week. Initiatives being undertaken by students include: · a suggestion box is in place at Beverly High School to solicit feedback from students. · students are establishing goals, and encouraging more student involvement. · an overnight trip is being planned for February. RECORDS OF MEETINGS · It was moved by Mrs. Brusil and seconded to approve the records of the regular meeting held December 11, 2000, as presented. So voted. · It was moved by Mrs. Brusil and seconded to approve the records of the special meeting held January 2, 2001, as presented. So voted. COMMUNICATIONS Members noted the following: · issues and concerns on elementary report card · delayed opening to closing of schools switch on snow day · attendance at holiday concerts and festivities · fall sports coaches Regular Meeting January 8, 2001 Page 3 · accolades to Music Department's All-City String Concert and Winter Concert Dr. Lupini noted the following schedule for Superintendent's Open Forums: · McKeown Elementary School at 6:30 PM on Thursday, January 18 · Ayers Ryal Side School at 7:00 PM on Thursday, January 25 · North Beverly School at 7:00 PM on Wednesday, February 7 · Memorial Middle School at 7:00 PM on Tuesday, February 13. SUPERINTENDENT'S REPORT Secondary School Feasibililty Study · Upon the recommendation of the Administration, it was moved by Mrs. Coburn and seconded to request authorization from the Beverly City Council and the Building Commission to conduct a feasibility study on Beverly High School. Unanimously voted. Dr. Lupini will forward a letter to the Building Commission. MCAS 2000 Dr. Lupini acknowledged Dr. Jim Hayes and Dr. Judy DeLucia, Assistant Superintendents, for their contributions to the presentation of summary data and analysis of the 2000 MCAS results. Presentations were made to employees and staff at an afternoon session, and to parents and the community at an evening session on January 4, 2001. MCAS School Performance Ratings reports have been published on the Department of Education web site. NEASC Accreditation Work is continuing on the draft response to the facility recommendation of the NEASC report, due July 1, 2001. Concerns were voiced relative to maintenance at Beverly High School. Superintendent Performance Goals Dr. Lupini updated members of the progress of goals: · Technology (year 2) is being incorporated in the budget. · Three-year finance plan has been drafted; transition plan and refinements will be presented at a subsequent meeting. · Individual meetings with principals are being held. · Meeting with Salem State College and area superintendents was held to consider a principal certification program. · Meetings on accreditation have been held to prepare a draft response. SCHOOL COMMITTEE GOALS Members received copies of revised goals. Goal #5, as suggested by Dr. Lupini, will be discussed at another meeting. Regular Meeting January 8, 2001 Page 4 COMMITTEE REPORTS Career and College Advisory Committee A meeting was held earlier this evening, with presentations from Elaine Paradis and John Allen. The next meeting will be held at 6:00 PM on Monday, February 12, 2001, at the Beverly High School Library. Hurd Stadium Advisory Committee A meeting schedule has been established for 7:00 PM on the following dates, in the School Committee Room, Briscoe Middle School: Wednesday, January 17, 2001 Wednesday, February 21, 2001 Wednesday, March 21, 2001 Wednesday, April 18, 2001 Wednesday, May 16, 2001 Wednesday, June 20, 2001. Joint Secondary Facilities Committee The next meeting will be held at 7:00 PM on Wednesday, January 24, 2001, in the School Committee Room, Briscoe Middle School. Standing Committee on Curriculum Instruction, and Student Life Meetings will be held Monday, January 22 and Monday, February 5, 2001, at 7:00 PM, in the School Committee Room, Briscoe Middle School. Presentations will be heard on School Improvement Council Plans, and discussions on block scheduling/semesterization will be continued. Standing Committee on Finance and Facilities The next meeting will be held at 7:00 PM on Monday, January 29, 2001, in the School Committee Room, Briscoe Middle School. Subcommittee on Negotiations Tentative agreements will be brought to the February meeting for consideration, following ratification by AFSCME units. Executive Session · It was moved by Mrs. Brusil and seconded to go into Executive Session to discuss pending litigation with Patricia Bargowski, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon and Mr. Cahill. NO: None Unanimously voted. A roll call vote resulted in the following: YES: Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon, Mrs. Bell and Mr. Cahill. NO: None Unanimously voted.
