A regular meeting of the Beverly School Committee was held on Monday, February 12,
2001, at the Beverly High School Library, Beverly, MA.
Members Present: Mrs. Bell, Mrs. Coburn, Mr. McHugh,
Mrs. Norris, Mayor Scanlon and Mr. Cahill.
Members Absent:Mrs. Brusil.
Also in Attendance:Dr. William Lupini, Superintendent of Schools,
Dr. James Hayes, Assistant Superintendent,
Dr. Judy DeLucia, Assistant Superintendent,
Mrs. Judy Mulligan, School Business Manager, and
Steven Cottle, Student Representative.
President Cahill called the meeting to order at 7:08 PM.
The Pledge of Allegiance was led by Mr. McHugh.
RECOGNITIONS
Dr. Lupini and Mr. Cahill recognized Beverly school nurses, in honor of School Nurse
Recognition Day in the Commonwealth on January 24, 2001, and expressed
appreciation and thanks for their service to students in the Beverly Public Schools.

Nurse Appreciation Award at the Massachusetts School Nurses Association Banquet.

CITIZEN INPUT

Mr. Phil Nuccio requested information relative to use of Hurd Stadium on July 4.
Dr. Lupini stated a meeting will be held on Tuesday, February 20, at 5:00 PM in the
Superintendent's Office to discuss the details of the request from the Cardinals Alumni
Association, as it involves a request to use lights in the evening hours.
REPORT FROM STUDENT REPRESENTATIVE
Steve Cottle reported that Mr. Preston, owner of Casa DeModa, spoke to students at
Beverly High School about the "Help Launch Beverly's Future" program, in an effort
to involve and educate students about the Master Plan for the City of Beverly.
Superintendent Lupini spoke with City Council President Tim Flaherty regarding
smoking ordinances; a meeting will be set up with student representatives to hold a
discussion on this subject.
APPROVAL OF RECORDS

It was moved by Mrs. Coburn and seconded to approve the records of the regular
meeting held January 8, 2001, as presented. So voted.
COMMUNCIATIONS
Members received communications relative to an incident at Memorial Middle school
surrounding allegations of student threats.
Mr. Cahill recognized the excellent school play presented by Memorial Middle School
last week.
SUPERINTENDENT'S REPORT
Overnight Field Trip Request

It was moved by Mayor Scanlon and seconded to approve the request from Briscoe
Middle School for an overnight field trip to Washington, DC, June 4-8, 2001, as
presented. So voted.
School Council Improvement Plans
·
Upon the recommendation of the Standing Committee on Curriculum, Instruction,
and Student Life, it was moved by Mrs. Bell and seconded to approve the School
Council Improvement Plans for Edwards Elementary School, Hannah Elementary
School, North Beverly Elementary School, and Briscoe Middle School, as
presented. Unanimously voted.

Personnel

Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Coburn and seconded to approve the
creation of an ESP position in the Student Support Program at McKeown
Elementary School, effective January 2, 2001, at no additional cost for the
remainder of the school year. Unanimously voted.

Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Coburn and seconded to approve the
creation of an ESP position for a student at Hannah Elementary School, effective
January 29, 2001, at a cost of approximately $5,000 for the remainder of the school
year. Unanimously voted.
Collective Bargaining Agreements

Upon the recommendation of the Subcommittee on Negotiations, it was moved by
Mrs. Coburn and seconded to approve the Collective Bargaining Agreement
between the Beverly School Committee and AFSCME (Custodians), effective July
1, 2000 - June 30, 2003, as presented. Unanimously voted.

Upon the recommendation of the Subcommittee on Negotiations, it was moved by
Mrs. Coburn and seconded to approve the Collective Bargaining Agreement
between the Beverly School Committee and AFSCME (Clerical Employees),
effective July 1, 2000 - June 30, 2003, as presented. Unanimously voted.

Upon the recommendation of the Subcommittee on Negotiations, it was moved by
Mrs. Coburn and seconded to approve the Collective Bargaining Agreement
between the Beverly School Committee and AFSCME (Cafeteria Employees),
effective July 1, 2000 - June 30, 2003, as presented. Unanimously voted.

Upon the recommendation of the Subcommittee on Negotiations, it was moved by
Mrs. Coburn and seconded to approve the Collective Bargaining Agreement
between the Beverly School Committee and AFSCME (Bus Drivers), effective July
1, 2000 - June 30, 2003, as presented. Unanimously voted.

Upon the recommendation of the Subcommittee on Negotiations, it was moved by
Mrs. Coburn and seconded to approve the Collective Bargaining Agreement
between the Beverly School Committee and the Beverly Teachers Association,
Administrators - Unit B, effective July 1, 2000 - June 30, 2003, as presented.
Unanimously voted.
MCAS Testing Schedule
Dr. Lupini presented information on the 2001 MCAS testing schedule.

MCAS Essential Skills Program
There are currently 194 students in grades six through ten registered for the MCAS
assistance programs scheduled to start in February.
School-Based Health Center Planning Grant
Superintendent Lupini announced receipt of a planning grant to assess the need for a
school-based health center at Beverly High School, and requested volunteers from the
Committee to serve as part of a planning and advisory group. Volunteers include
Laurel Bell, Bob McHugh, and Janet Norris.
Elementary Redistricting
A meeting of the Redistricting Transition Advisory Committee will be held at 6:00 PM
on February 27, 2001, in the School Committee Room, Briscoe Middle School to discuss
refinements to the transition plan. Recommendations will be presented at the March
meeting of the Standing Committee on Curriculum, Instruction, and Student Life.
Kindergarten Registration
Superintendent Lupini presented a breakdown of kindergarten registration as of
February 6, 2001, including requests for extended day.
Upcoming Meetings and Events
A Superintendent's Open Forum will be held at Memorial Middle School at 7:00 PM
on Tuesday, March 13.
Dr. Lupini announced he will resume writing a column to appear in the Beverly Citizen
once a month.
Elementary Report Card
Grade level meetings have been conducted and training sessions for teachers in the
pilot schools are underway. The feedback from staff has been very helpful and
positive. The committee will be expanded and a meeting scheduled at the end of the
month.
UPDATE ON SCHOOL COMMITTEE GOALS
President Bill Cahill summarized progress on the goals noting the following:

Beverly High School is being promoted through the work of the Career and College
Advisory Committee.
·
Development of a Secondary Facilities Plan and Elementary Redistricting is in
progress.
·
A joint meeting with the Beverly City Council is planned for April 11, 2001 at 7:00
PM at the Beverly High School Library.
·
Superintendent Lupini has scheduled biweekly meetings with Representative Michael
Cahill to keep apprised of bills and legislation relative to education.

Dr. Lupini reported a very productive meeting was held January 31 with
Representative Mike Cahill, area legislators, and area superintendent's to discuss
legislation and other issues relative to education. Another meeting is scheduled for

March 1 at the State House in Boston.

School priorities are being established; Site Council Plans are being considered.
·
A School Committee Retreat will be scheduled in the next few weeks.
COMMITTEE REPORTS
Career and College Advisory Committee
A meeting was held earlier this evening. The next meeting will be at 6:00 PM on
Monday, March 12, 2001 in the High School Library.
Hurd Stadium Advisory Committee
The next meeting will be held at 7:00 PM on Wednesday, February 21, 2001, in the
School Committee Room, Briscoe Middle School.
Joint Secondary Facilities Committee
A meeting is scheduled for 7:00 PM on Thursday, March 22, in the School Committee
Room, Briscoe Middle School.
Standing Committee on Curriculum Instruction, and Student Life

The February meeting is being rescheduled for 7:00 PM on Tuesday, February 27, and

the March meeting is being rescheduled for 7:00 PM on Wednesday, March 14,
in the School Committee Room, Briscoe Middle School.
Standing Committee on Finance and Facilities
The next meeting will be held at 7:00 PM on Monday, February 26, in the School
Committee Room, Briscoe Middle School.
Subcommittee on Negotiations
Mrs. Coburn summarized the work of the Committee, noting one group, ESP
(educational support personnel), is left to negotiate a contract.
EXECUTIVE SESSION

It was moved by Mrs. Coburn and seconded to go into Executive Session to discuss
negotiations with non-union personnel, take whatever action necessary, and not
return to Open Session.
A roll call vote resulted in the following:
