2001-03-12BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS March 12, 2001 A regular meeting of the Beverly School Committee was held on Monday, March 12, 2001, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon and Mr. Cahill. Members Absent:Mrs. Brusil. Also in Attendance:Dr. William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, Mrs. Judy Mulligan, School Business Manager, and Steven Cottle, Student Representative. President Cahill called the meeting to order at 7:03 PM. The Pledge of Allegiance was led by Mr. McHugh. RECOGNITIONS Superintendent Lupini, President Cahill, and Director of Athletics, Health and Physical Education, Elaine Paradis, recognized Beverly High School students for athletic accomplishments during the fall and winter seasons. Each student was introduced by Ms. Paradis and presented with a small gift from President Cahill. The Committee reconvened at 7:27 PM. Regular Meeting March 12, 2001 Page 3 OPEN FORUM FOR CITIZEN CONCERNS · Several citizens and students attended the meeting in support of Roger Rosinski, Head Football Coach. The following persons requested to address the Committee regarding the resignation and retirement of Mr. Rosinski including Bruce Nardella, Dick Young, Jeff Munroe, Sharon Boaman, Patrick Belmonte, Terry Silver, Russ Rollins, Carol Goldenberg, Tom Aucone, Anne Cabral and Mel Deveau. The Committee recessed at 8:20 PM. The Committee reconvened at 8:22 PM. · Joan Murphy appeared before the Committee regarding the Cummings Center construction and concerns related to danger for children crossing streets to walk to school. She requested that the School Committee write a letter to the Planning Board requesting consideration of traffic lights and safety procedures for students as they contemplate approval for Cummings construction projects. · Bruce Dyas addressed the Committee regarding Time and Learning requirements, and requested that middle schools be classified as secondary schools, including eighteen (18) more minutes in the school day. SUPERINTENDENT'S REPORT Approval of Field Trip · Upon the recommendation of the Administration, it was moved by Mrs. Coburn and seconded to approve the request from Memorial Middle School for an overnight field trip to Washington, DC, June 4-8, 2001, as presented. So voted. REPORT FROM STUDENT REPRESENTATIVE Steve Cottle reported students are conducting a Penny War to raise funds for a WWII Memorial, and planning other events to foster school spirit at Beverly High School. APPROVAL OF RECORDS · It was moved by Mrs. Coburn and seconded to approve the records of the regular meeting held February 12, 2001, as presented. So voted. COMMUNICATIONS · Scott Varney, Memorial Middle School student, has undergone successful heart transplant surgery and is progressing well. Many fundraisers are being held to cover Scott's medical expenses. Beverly and surrounding communities and organizations have overwhelmingly responded to these efforts and members acknowledged and thanked all people involved. · Congratulations to the BHS Jazz Ensemble on receiving a gold medal at the Association of Jazz Educators, Northeast District Festival, and to the Drama Club on the production of "A Memory Never Lost", written and directed by BHS senior, Katie Letien. Regular Meeting March 12, 2001 Page 4 · Congratulations to Joe Clement, Academic Division Leader for Mathematics, Science and Technology, who was selected to serve on the Technology Engineering Assessment Development Committee (MCAS). · Mayor Scanlon distributed materials on the proposed merger between the North Shore Regional Vocational School District and Essex Agricultural and Technical School. This will be placed on the agenda for discussion and consideration at the April regular meeting. SUPERINTENDENT'S REPORT School Council Improvement Plans · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Coburn and seconded to approve the School Council Improvement Plans for Ayers Elementary School, Cove Elementary School, McKeown Elementary School, and Beverly High School, as presented. So voted. Budget Transfers · Upon the recommendation of the Administration, it was moved by Mrs. Coburn and seconded to approve the request for budget transfers, as presented by Business Administrator, Mrs. Mulligan, with the amendment of BG780 (Maintenance of Grounds) to $16,000, for a total of $276,500. So voted. Authorization was given for the School Business Manager to transfer between various salary lines to cover the cost of union contracts. Last Day of School Year 2000-2001 Superintendent Lupini announced the last day for classes in the current school year will be Tuesday, June 26, 2001, an early release day. Massachusetts Youth Risk Behavior Survey An executive summary of the Massachusetts Youth Risk Behavior Survey, conducted at Beverly High School as part of the Department of Education statewide initiative, was included in meeting materials. Hurd Stadium Advisory Committee The Superintendent and the Advisory Committee met with the Alumni Association and outlined criteria regarding use of lights at Hurd Stadium July 4th. Approval will be granted to the Association as it appears the criteria will be met. Joint Secondary Facilities Committee The next meeting will be held Thursday, February 22, 2001, at 7:00 PM, in the School Committee Room, Briscoe Middle School. Standing Committee on Curriculum Instruction, and Student Life The March meeting will be held Wednesday, March 14, 2001, at 7:00 PM, in the School Committee Room, Briscoe Middle School. Standing Committee on Finance and Facilities Future meetings have been scheduled for March 19 and March 26, 2001, at 7:00 PM, in the School Committee Room, Briscoe Middle School. Subcommittee on Negotiations All units have final contracts, except for ESP (educational support personnel). Executive Session · It was moved by Mrs. Coburn and seconded to go into Executive Session to discuss strategy regarding potential litigation, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES:Mr. McHugh, Mrs. Norris, Mayor Scanlon, Mrs. Bell, Mrs. Coburn and Mr. Cahill. NO:None Unanimously voted. The Committee recessed at 8:55 PM.
