2001-04-09BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS April 9, 2001 A regular meeting of the Beverly School Committee was held on Monday, April 9, 2001, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon and Mr. Cahill. Members Absent: None. Also in Attendance: Dr. William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, and Kate Murdock and Steven Cottle, Student Representatives. President Cahill called the meeting to order at 7:06 PM. The Pledge of Allegiance was led by Mr. McHugh. RECOGNITIONS Superintendent Lupini and President Cahill, and Fine Arts Director, Richard King, recognized the following Beverly High School students for their accomplishments in the arts during the 2000-2001 school year: P. J. Ambrefe, Ali Avillon, Ashtar Boulos, Ada Brinkman, Patrick Brusil, Matthew Eastburn, Alex Ferber, Jonathan Kenney, Katie Letien, Erica Novack, Kelly Novack, Katherine Palardy, Anthony Picardy, Matthew Spencer, Garrett Williams, Alison Woitunski, and Nick Wright. Kristen, Marescalchi, DECA Advisor, joined Dr. Lupini and Mr. Cahill to recognize the following Beverly High School students for their accomplishments in district and state DECA competition: Dan Ambrefe, Katrina Arsenault, Patrick Brusil, Jocelyn Butler, Jeremy Cameron, Dominic Capozzi, Dianna Czernuszk, Stephanie Droney, Michael Gail, Justin Gallagher, Chris Gass, Marty Harrington, Greg Innocenti, Lisa Kochilaris, Josh Morris, Meaghan Neenan, Shaina Newman, Frank Raffa, Justin Repp, Amy Ridge, Kevin Rynkowski, Dan Scialdone, Melissa Servizio, Kristen Dexter, and Shannon Moore. Georgina Keefe-Feldman, Rotary Teacher of the Year Chairperson, joined Dr. Lupini and Mr. Cahill to honor Carolyn Pilanen, Rotary Teacher of the Year, and the following Beverly teachers nominated for this award: Raymond Novack, Sherry Wagner, Susan Brown, Carol Szymanski, Susan Killam, Pauline Boutin, Louise McKenna, Elizabeth Taylor, Sue Tarr, Betty Wasczyk, Vicki Kenneally, and Christine Mezza. Regular Meeting April 9, 2001 Page 2 A brief recess was declared at 7:25 PM. The Committee reconvened at 7:30 PM. OPEN FORUM FOR CITIZEN CONCERNS Mr. and Mrs. McCarthy appeared before the Committee concerning the policy on kindergarten entrance age requirement. As their daughter does not meet the eligibility requirement, they requested that the Committee consider granting exceptions to the policy. The Committee took no action on the request. Assistant Superintendent Judy DeLucia will meet with the parents to inform them of resources that are available to engage their child in learning activities. SUPERINTENDENT'S REPORT Summer School Bob Bisceglia, Summer School Director, presented a proposal for the 2001 Beverly Summer School July 2 - August 3. · Upon the recommendation of the Administration, it was moved by Mr. McHugh and seconded to approve the summer school course offerings and fees for 2001, as presented. · It was moved by Mrs. Brusil and seconded to amend the motion to reflect a tuition increase of $130.00 per course for Beverly students, and $150.00 per course for non- resident students. So voted, with Mrs. Norris voting in opposition to the motion. The Committee requested that Mr. Bisceglia present a report on the 2001 Summer School to the Standing Committee on Curriculum and Instruction next Fall. Graduation Requirements Revisions to graduation requirements were presented and discussed. Input from citizens included statements from Linda Goodenough and Nancy Levin. A recess was declared by President Cahill at 8:22 PM. The Committee reconvened at 8:45 PM. It was requested that Assistant Superintendent Jim Hayes meet with the Standing Committee on Curriculum, Instruction and Student Life and consider further changes in the requirements. A special school committee meeting will be scheduled on April 25, 2001, to consider the revised requirements following the meeting of the subcommittee. APPROVAL OF RECORDS · It was moved by Mrs. Brusil and seconded to approve the records of the regular meeting held March 12, 2001, as presented. So voted Regular Meeting April 9, 2001 Page 3 REPORT FROM STUDENT REPRESENTATIVE Steve Cottle and Kate Murdock reported on a City Council Legal Affairs meeting they attended this evening at City Hall, where the discussion involved enforcement of the no- smoking policy. It was agreed to include language stating it is a violation to smoke on all school grounds. The fines are $50 for a first offense, $75 for a second offense, and $100 for a third and subsequent offences. Discussion will continue on ways to help enforce the fines. COMMUNICATIONS Members acknowledged the following communications: · Concerns surrounding the ROTC drills at Beverly High School · Unity Coalition celebration of Black History Month at BHS in February · McKeown Inventors program · First Steps · MCAS "Day on the Hill" Thursday, April 12, 2001 SUPERINTENDENT'S REPORT Essex Agricultural/Technical High School/North Shore Technical High School Merger · Upon the recommendation of Mayor Scanlon and the Administration, it was moved by Mr. McHugh and seconded to approve the merger between the North Shore Regional Vocational School District and Essex Agricultural and Technical High School. Unanimously voted. NOTED: Mrs. Norris disclosed that her sister is a staff member at the North Shore Technical High School. School Council Improvement Plans · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Bell and seconded to approve the School Council Plans for Centerville Elementary School, Patten Elementary School, and Memorial Middle School, as presented. So voted. Elementary Redistricting · Upon the recommendation of the Administration, it was moved by Mrs. Brusil and seconded to adopt the revisions to the "Administrative Recommendation on Elementary Redistricting Transition", as presented. So voted. School Choice 2001-2002 · It was moved by Mrs. Brusil and seconded to approve the Administrative recommendation to set the maximum numbers allowable for School Choice during the 2001-2002 school year as follows: Grades K-5 No school choice Grade 6 Memorial - 0; Briscoe - 0 Grade 7 Memorial - 10 students; Briscoe - 0 Grade 8 Memorial - 10 students; Briscoe - 0 Regular Meeting April 9, 2001 Page 4 Grade 9 5 students Grade 10 10 students Grade 11 10 students Grade 12 15 students So voted. Superintendent Peformance Goals Dr. Lupini provided a written update of the Superintendent Performance Goals. Superintendent Open Forums Superintendent Lupini will conduct Open Forums at the following schools: Centerville Elementary School on Thursday, April 26 at 7:00 PM Patten Elementary School on Thursday, May 3 at 7:00 PM Cove Elementary School on Wednesday, May 9 at 7:00 PM Beverly High School on Thursday, May 17 at 7:00 PM. Kindergarten Registration Dr. Lupini presented a breakdown of kindergarten registration as of April 6, 2001 in all elementary schools, noting the number of extended day requests, the numbers approved for extended day, and total projected kindergarten enrollment and sessions in each building. COMMITTEE REPORTS President Cahill deferred all reports to the next meeting, due to the lateness of the day. EXECUTIVE SESSION · It was moved by Mrs. Brusil and seconded to go into Executive Session to consider negotiations with non-union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mrs. Norris, Mayor Scanlon, Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh and Mr. Cahill. NO: None Unanimously voted.
