2001-06-11 BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS June 11, 2001 A regular meeting of the Beverly School Committee was held on Monday, June 11, 2001, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris and Mr. Cahill. Mayor Scanlon joined the Committee at 7:50 PM. Members Absent: None Also in Attendance: Dr. William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, Mrs. Judy Mulligan, School Business Manager, and Steve Cottle, Student Representative. President Cahill called the meeting to order at 7:05 PM. The Pledge of Allegiance was led by Steve Cottle. RECOGNITIONS President Cahill and Superintendent Lupini recognized the following retiring teachers: Patricia Adams, Patricia Bargowski, Catherine-Ann Creegan, Eileen Connolly, Claire Gauthier, Kathleen Hein-Hansen, Clifford Kent, Richard LaPointe, Carole Levesque, Shirley Levesque, Douglas Linehan, Donald Lovell, Patricia Lord, Joan Matton, Harry Mavrigas, Richard Maitland, Mary Melia, Marilynn Nack, Sharon Padden, Judith Perry, Joan Putney, John Ryan, William Ryan, Elaine Sherriff, Gladys Sullivan, Carol Szymanski, Robin Westfield and Marilyn Woodfin. · Dr. Lupini paid tribute to Dr. Mitchell Afrow, who came out of retirement to serve as Director of Pupil Personnel Services the past year. Student recognition included the following: rd · Members of the Destination ImagiNation Team who placed 3 in the Global Competition in Knoxville, TN were invited back to be recognized for their superior accomplishment: Jane Cooper, Olivia Jones, Alli Hartman, Shannon Walker, Emily Craighead, Rachel Kalman and Katie Donahue. · Nick Pinciero, Grade 2, Cove Elementary School, winner of the Massachusetts Dental Society's poster contest, "How Can I Have a Happy Smile?" Regular Meeting June 11, 2001 Page 2 · Jaclyn Serino, Grade 5, Hannah Elementary School, winner in the Environmental Protection Agency's Earth Artist Contest, including a ceremony at Fanueil Hall to receive her award. · Rachel Kalman, Grade 5, Cove Elementary School, who won the Beverly Harbor Management Society's "Name the Bridge" contest, designed to name the footbridge at the Shoe Pond. She received a $100 savings bond and a plaque, with her name, grade, school, and the name "The Shoelace Bridge" to be placed on the bridge. · Justin Negrotti, Briscoe Middle School, and Paul Raimo, Beverly High School, for their service as student representatives to the Standing Committee on Curriculum, Instruction, and Student Life. A brief recess was declared at 7:25 PM. The Committee reconvened at 7:33 PM. REPORT FROM STUDENT REPRESENTATIVE Steve Cottle reported the City Council passed a new ordinance, banning smoking in municipal buildings and on school grounds. Fines will be imposed on offenders. Steve thanked the School Committee for allowing him to serve as student representative. APPROVAL OF RECORDS · It was moved by Mrs. Brusil and seconded to approve the records of the regular meeting held May 14, 2001, as presented. So voted. · It was moved by Mrs. Brusil and seconded to approve the records of the public hearing held May 15, 2001, as presented. So voted. · It was moved by Mrs. Brusil and seconded to approve the records of special meeting held May 21, 2001, as presented. So voted. COMMUNICATIONS Mr. McHugh attended the McKeown School Memorial Day Program. Mrs. Brusil offered congratulations to the Class of 2001. Mrs. Coburn clarified her remarks quoted by the press and any misunderstandings regarding cost-effective health insurance for employees. SUPERINTENDENTS'S REPORT Patten Elementary School · Upon the recommendation of the Administration, it was moved by Mrs. Norris and seconded to declare the Patten Elementary School closed. So voted. President Cahill thanked Mr. Stackpole, Principal, and the staff who served in the building for their contributions in the establishment of early childhood programs. Regular Meeting June 11, 2001 Page 3 Policy Adoption Upon the recommendation of the Administration and the Standing Committee on Open EnrollmentSchool Choice Curriculum, Instruction and Student Life, "" and "" policies were presented for a First Reading. Superintendent Lupini presented the following policies for a First Reading: School District Legal Status The People and Their School District Drug Free School Recognition for Accomplishments. Second Readings and formal action will be taken at the next meeting. Informational Items · Dr. Lupini stated surveys are being regarding elementary report cards are being sent to parents and teachers in the next few days. · A survey on full day kindergarten has been conducted by NESDEC and a final report will be shared with members prior to the opening of schools next fall. · The MCAS Testing Schedule for 2001-2002 is included in meeting materials. · Dr. Lupini presented information on elementary redistricting and the numbers of students who were approved for "stay put" and "early redistricting". · Summer programs are being held at the McKeown and Hannah Elementary Schools thth from July 10 - August 9. · Notice was received of an increase in rates for Committee Legal Counsel, effective July 1, 2001. · Superintendent Lupini announced the appointment of Debra O'Connor to the position of Director of Pupil Personnel Services, effective July 1, 2001. · A Fall School Committee Meeting schedule was presented. Mr. Cahill announced that, th prior to the next regular meeting on Monday, August 27, there will be a site walk at Beverly High School at 6:15 PM. SCHOOL COMMITTEE GOALS A status on the goals will be mailed to members prior to the August meeting. COMMITTEE REPORTS Career and College Advisory Committee The Class of 2001 have filled out questionnaires. Hurd Advisory Committee st A meeting is scheduled for June 21. Mayor Scanlon informed members of the costs for repairs to the stands versus purchase of new stands. Discussion on signage and exclusive provider for soft drinks will be held at the next advisory committee meeting. Joint Secondary Facilities Committee th, A meeting is scheduled for June 14 and updates will be presented on action items th requested at the May 24 meeting. Regular Meeting June 11, 2001 Page 4 Standing Committee on Curriculum, Instruction, and Student Life th A meeting was held June 4. Minutes of previous meetings will be mailed to members in the next few weeks. Standing Committee on Finance and Facilities A brief meeting will be held prior to the Special School Committee meeting scheduled for th 6:00 PM on Friday, June 29 to take action on the FY02 budget. Subcommittee on Negotiations - No report. School-Based Health Advisory Committee Mrs. Norris is a member of the new committee, funded under a grant program. An initial meeting was held at Beverly Hospital this month to establish timelines. · It was moved by Mrs. Brusil and seconded to go into Executive Session to consider approval of records, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris Mayor Scanlon, Mrs. Bell and Mr. Cahill. NO: None Unanimously voted. · It was moved by Mrs. Brusil and seconded to go into Executive Session to conduct negotiations with non-union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon, Mrs. Bell, Mrs. Brusil and Mr. Cahill. NO: None Unanimously voted.
