A regular meeting of the Beverly School Committee was held on Monday, November 19,
2001, at the Beverly High School Library, Beverly, MA.
Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh,
Mrs. Norris, Mayor Scanlon, and Mr. Cahill.
Members Absent: None
Also in Attendance: Dr. William H. Lupini, Superintendent of Schools,
Dr. James Hayes, Assistant Superintendent,
Dr. Judy DeLucia, Assistant Superintendent,
Mrs. Judith Mulligan, Business Manager, and
Brian Rubin, Student Representative.
President Cahill called the meeting to order at 7:11 p.m.
The Pledge of Allegiance was led by Mr. McHugh.
RECOGNITION
Superintendent Lupini and President Cahill introduced the following:
Mr. Richard King, Director of Fine Arts, recognized the contributions of students
representing achievement in the arts:

Bryce Read and Sara Milachewski were recipients of the North Shore Performing
Artists Award, sponsored by Moynihan Lumber, WBACH, North Shore Music
Theater, and the Salem Evening News.
·
Beverly High School band officers Sara Milachewski, Max Waldron, Chris
Goodenough, and Emily Kenney, were recognized on behalf of the Beverly High
School Marching Band, for a successful season and recent award at the
Massachusetts Instrumental & Choral Conductors Association (MICCA) Festival
in Framingham.
·
Michael Kolek, art intern from Endicott College, for renovating the student art
gallery in the School Department district office area, and Amanda Beard, a sixth
grader at Briscoe, whose artwork is on display.

Mr. William Foye, Principal, Beverly High School, recognized the Beverly High School
Golf Team as champions of the Northeastern Conference. The Golf Team presented their
plaque to President Cahill and the School Committee, who, in turn, presented it over to
Mr. Foye for display in the Beverly High School trophy case.
President Cahill applauded the efforts of the Mom's Softball Tournament held October
13-14, 2001, which raised funds for the Beverly Technology Fund and Beverly
Bootstraps. Eileen Moffett, coordinator, presented sweatshirts to Superintendent Lupini
and Mayor Scanlon.
Dr. Lupini recognized the accomplishment of Lara Collins, who recently completed her
work with the National Board of Professional Teaching Standards program (NBPTS).
A brief recess was declared at 7:30 p.m.
The Committee reconvened at 7:35 p.m.
REPORT FROM STUDENT REPRESENTATIVE
·
Brian Rubin, Student Representative, reported that the Student Senate is
purchasing a blackboard to display daily lunchroom specials.
·
Smoking continues to be an issue. It is a topic of an upcoming School Council
meeting.
·
Plans are being discussed for a senior lounge.
·
A recycling program is underway.
·
Students want to develop a voluntary teacher evaluation. Superintendent Lupini
offered his assistance in piloting this program.
·
Brian also mentioned a fundraiser for Third World countries.
APPROVAL OF RECORDS
·
It was moved by Mrs. Brusil and seconded to approve the records of the regular
meeting held October 9, 200, as presented. So voted.
COMMUNICATIONS
Mrs. Norris shared the concern of a parent regarding a burst pipe at Beverly High School.
SUPERINTENDENT'S REPORT
Personnel
·
Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to approve the
following:
a) Creation of an ESP position for grade five at Ayers Ryal Side due to
enrollment in and makeup of these classes, at a total cost of $8,922.

b) Creation of a 1:1 ESP position for a kindergarten student at McKeown to
fulfill the conditions of an educational plan for a transfer student from Salem,
at a total cost of $10,45l.
c) Creation of an ESP position for grade four at Centerville in order to be in
compliance with an educational plan for a transfer student from Virginia, at a
total cost of $9,240.
d) Creation of a half-time reading teacher at Cove in order to accommodate an
increased number of students receiving reading services, at a total cost of
$15,978, to be taken from the Special Education Contingency Account.
Unanimously voted.
Overnight Field Trips

It was moved by Mrs. Brusil and seconded to approve the Briscoe grade 6 overnight
field trip (November 26-30 and December 3-7) to Nature's Classroom. So voted.
·
It was moved by Mrs. Brusil and seconded to approve the Beverly High School
"Musitour" to Chicago April 24-29. So voted. Mrs. Pilanen will look into relief bus
drivers for the 1,000 mile trip.
Acceptance of Playground Equipment
·
Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to accept the
playground equipment, as a gift from parents, at McKeown, Ayers and Hannah
Elementary Schools. So voted.
Surplus Vehicles
·
Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to declare the
following vehicles to be surplus equipment:

1986 Ford Econoline VIN #1FTDE14Y3GHC33276
So voted.
Mrs. Coburn suggested making these vehicles a donation. Mrs. Mulligan said it must go
through City Council first.
Budget Transfer

Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to transfer $6,000
from the Special Education Contingency Account (SP860 62966) to the High School
Sixth Teaching Period Account (HS075 61305) to enable us to provide specialized
reading services for a student who requires intensive intervention. So voted.

District Policies
"Community Use of School
A second reading of the proposed district policies,

and will take place at the
December meeting.
Library Media Specialist
·
It was moved by Mrs. Bell and seconded to accept the recommendation of the
Administration and the Standing Committee on Curriculum, Instruction and Student
Life to endorse the Library Media Specialist job description. So voted.
National Conference Request
·
It was moved by Mr. McHugh and seconded to grant Superintendent Lupini
permission to attend the Harvard Seminar for Superintendents from July 7-12, 2002.
So voted.
Director of Institutional Development
·
It was moved by Mrs. Brusil and seconded to create a position for Director of
Operational and Institutional Development.
A roll call vote, taken at the request of Mayor Scanlon, resulted in the following:
YES: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, and Mr. Cahill.
NO: Mayor Scanlon.
So voted.
MCAS
Dr. Hayes will present MCAS results to the community on December 12, 2001. Beverly
High School MCAS re-testing will take place on December 10-14, 2001.
Report Cards
A copy of the new elementary report card was distributed. A parent letter is going home
November 20, 2001. Scheduling for parent conferencing has begun.

TILE Program
The Tri-District Initiative for Leadership in Education process begins November 20 with
twelve (12) applicants being interviewed for eight slots. This is one of Superintendent
Lupini's goals. The program is a modification of what Salem State College does, with
one course that runs throughout the program, in addition to a course on special education
course.
Title I
Dr. Judy DeLucia spoke to the Committee about the Summer Institute, which
incorporates learning through the arts. Mrs. Brusil noted the Title I Dissemination
Project newsletter, Exchange, featured an article about the summer program at Hannah
and McKeown Schools.
Administrative Salaries
Superintendent Lupini distributed copies of administrative salaries. The remaining
salaries will be completed soon.
SCHOOL COMMITTEE GOALS
President Cahill noted School Committee Goals will be reviewed at the December
meeting.
COMMITTEE REPORTS
Career and College Advisory Committee
A meeting date will be scheduled. At a recent college night, parents found a survey of
past graduates helpful.
Hurd Stadium Advisory Committee
A final draft of a proposed ordinance will be reviewed with Paul Guanci at a December 5
meeting.
Joint Secondary Facilities Committee
- no report.
School-Based Health Advisory Committee
Information was shared about developing a proposal for a school-based health center
without grant funding. Superintendent Lupini noted that any secondary school proposal
must show a school-based health center.
Standing Committee on Curriculum, Instruction and Student Life
A meeting will take place on December 17 regarding MCAS and Beverly High School
class size.

EXECUTIVE SESSION
It was moved by Mrs. Brusil and seconded to go into Executive Session to discuss
pending litigation, take whatever action necessary, and not return to Open Session.
A roll call vote resulted in the following:
YES: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh,
Mrs. Norris, Mayor Scanlon and Mr. Cahill
NO: None
Unanimously voted.
The Committee recessed at 8:58 PM.
The Committee went into Executive Session at 9:05 PM.
