2001-10-09 BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS October 9, 2001 A regular meeting of the Beverly School Committee was held on Tuesday, October 9, 2001, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon and Mr. Cahill. Members Absent: None Also in Attendance: Dr. William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, and Brian Rubin, Student Representative. President Cahill called the meeting to order at 7:09 PM. The Pledge of Allegiance was led by Mr. McHugh RECOGNITION Superintendent Lupini and President Cahill introduced and recognized several persons. Assistant Superintendent for Elementary, Judy DeLucia, congratulated Katherine Carlotto, student at Ayers Ryal Side Elementary School, for wining the Elementary School Handbook Cover Design Contest. Assistant Superintendent for Secondary, Jim Hayes, and Superintendent Lupini applauded Judy Miller, Director of Technology, who was named one of the 2001 recipients of the MassCue th Pathfinder Awards. Ms. Miller will be honored at a banquet in Sturbridge on November 14. Dr. Lupini and President Cahill recognized David Muese and Julie Vasile, employees of the Transportation Department, for their contributions to rescue efforts at the World Trade Center th site in New York following the September 11 tragedy. David and Judy used School Department buses to transport rescue workers to New York and to and from the site. Superintendent Lupini recognized the many contributions of employees, parents and students to relief efforts, including many projects and fund-raising events. School Department custodial staff were recognized for extraordinary effort to prepare Cove School for opening day in September: Russ Emery, Mark Foisy, Pat Murtaugh, Kevin Shea, Jean Melanson, Doug Matney, Jeff Barry, Bob Chapman, Brian Soucy, Dave Macaro, Chris Gendron, Mike Gendron, Wayne Auld, Dan Carratu, Jim Menesale, Al Parsons and Chuck Amerio. School Committee Meeting October 9, 2001 Page 2 President Cahill congratulated Dr. Lupini on being named recipient of the Matthew W. Gaffney Academic Excellence Award, presented by the Department of Administration and Supervision and the Society of Educational Administrators at Lehigh University in Bethlehem PA, where Dr. Lupini earned his doctoral degree in January, 2001. The Award is presented annually to the graduated student in Educational Leadership who, through their course work at Lehigh and in the field of educational administration, best exemplifies the high academic and job related standards espoused by the Lehigh program. A brief recess was declared at 7:25 PM. The Committee reconvened at 7:33 PM. REPORT FROM STUDENT REPRESENTATIVE Mr. Cahill introduced Brian Rubin as the new student representative and invited his participation at meetings. Brian announced forums will be held at the High School on October 24, where students will have the opportunity to hear speakers from various th countries and cultures, part of an effort to discuss the September 11 tragedy. Students expressed concerns about the lack of recycling at Beverly High School. The Administration will contact the vendor and inquire about pick-ups and schedules. APPROVAL OF RECORDS · It was moved by Mrs. Brusil and seconded to approve the records of the regular meeting held September 10, 2001, as presented. So voted. · It was moved by Mrs. Brusil and seconded to approve the records of the special meeting held September 24, 2001, as presented. So voted. · It was moved by Mrs. Brusil and seconded to approve the records of the special meeting held October 1, 2001, as presented. So voted. COMMUNICATIONS Members received communications regarding Grade 8 Washington field trips. SUPERINTENDENT'S REPORT Personnel · Upon the recommendation of the Administration and the Standing Committee on Finance and Facilities, it was moved by Mrs. Brusil and seconded to approve the following: a) Restoration of aide positions for learning disability classes from half-time to full-time at Centerville, Cove, Edwards, McKeown, North Beverly, Briscoe, and Memorial, and from one to two positions at Ayers, a total cost of $48,000 b) creation of a total of 6.5 ESP positions sytemwide, a total cost of $78,000 c) creation of a sixth assistant football coach position, at a total cost of $3,526 School Committee Meeting October 9, 2001 Page 3 d) creation of an ESP position in kindergarten at Ayers Ryal Side Elementary School, due to enrollments, a cost offset by the elimination of a one-to-one ESP at Ayers; cost of all positions will be taken from savings incurred in the hiring process for new and/or replacement positions. Unanimously voted. Delegate to MASC/MASS Joint Conference · It was moved by Mrs. Brusil and seconded to designate Mr. McHugh as voting delegate to the MASC/MASS Joint Conference in Worcester October 31-November 2, 2001. Mrs. Norris will serve as alternate. Unanimously voted. Members reviewed proposed resolutions and amendments to be considered at the afternoon st session of the Joint Conference on October 31. The following action was taken: Resolution 1 - School Building Assistance · It was moved by Mrs. Norris and seconded to endorse the recommendation of the Resolutions Committee. So voted. (YES) Resolution 2 - Chapter 70 Funding · It was moved by Mrs. Norris and seconded to endorse the recommendation of the Resolutions Committee. So voted. Resolution 3 - School Transportation · It was moved by Mrs. Norris and seconded to endorse the recommendation of the Resolutions Committee. So voted, with Mrs. Brusil and Mrs. Coburn voting in opposition to the motion. (YES) Resolution 4 - MCAS Testing · It was moved by Mrs. Bell and seconded to oppose the recommendation of the Resolutions Committee. So voted, with Mrs. Norris voting in opposition to the motion. (NO) Resolution 5 - Recognizing Vocational Technical Learning in Education Assessment · It was moved by Mrs. Norris and seconded to oppose the recommendation of the Resolutions Committee. So voted. (NO) Resolution 6 - Representation on the State Board of Education · It was moved by Mrs. Norris and seconded to oppose the recommendation of the Resolutions Committee. So voted, with Mrs. Brusil voting in opposition to the motion. (NO) Resolution 7 - Local School Board Control It was moved by Mrs. Norris and seconded to oppose the recommendation of the Resolutions Committee. Those voting in favor of the motion were Mrs. Bell, Mrs. Brusil, Mrs. Norris. Those voting in opposition to the motion were Mrs. Coburn, Mr. McHugh, Mayor Scanlon and Mr. Cahill. So voted. (NO) School Committee Meeting October 9, 2001 Page 4 Amendment to By-laws - Creation of an Urban Division · It was moved by Mrs. Coburn and seconded to vote "YES" on the amendment. So voted. Amendment to By-laws - Revised Dues Structure · It was moved by Mrs. Norris and seconded to abstain on parts 1 and 2 of the proposed revisions and to vote "YES" on part 3 of the amendment. So voted. Suburban Coalition · Upon the recommendation of the Administration, it was moved to authorize payment of $100.00 to continue membership in the Suburban Coalition. So voted. Informational Items MCAS Dr. Lupini announced the Department of Education anticipates release of local MCAS test results to be around October 26, 2001. He presented highlights of a recent DOE meeting relative to the release of MCAS scores. Superintendent Lupini's report included information on enrollments, the health insurance budget, the McKay School Feasibility Study, the Beverly High School Feasibility Study, NEASC Accreditation, and dates of upcoming events and meetings. A copy of the Geller court decision is available in the Superintendent's Office. Paving of the High School pathway in the lower courtyard is anticipated to be completed soon. The Cove School Dedication and Open House will be Sunday, October 21st at 1:30 PM. Former School Committee members and Superintendents will be invited. Update on School Committee Goals President Cahill reviewed the goals, noting the following: Goal 1 - more detailed discussion will be held at the Curriculum and Instruction Subcommittee meeting on promotion of Beverly High School. Goal 2 - redistricting will be completed with the close of Edwards School next June, and feasibility studies are in progress. Goal 3 - further discussions will be held at Finance and Facilities meetings. Goal 4 - advocacy is ongoing. COMMITTEE REPORTS Career and College Advisory Committee - no report Hurd Stadium Advisory Committee Minutes of the September 6, 2001 meeting were distributed to members. The next meeting will be held at 7:00 PM on Thursday, October 18, 2001. School Committee Meeting October 9, 2001 Page 5 Joint Secondary Facilities Committee A meeting date will be scheduled in the near future. School-Based Health Advisory Committee Mrs. Norris and Mrs. Coburn attended a meeting earlier this evening. A great deal of information was shared on establishing school based health centers. The next meeting th will be November 13. Standing Committee on Curriculum, Instruction, and Student Life A meeting was held October 1and the next meeting will be Monday, November 5 at 7:00 PM. Standing Committee on Finance and Facilities The next meeting of the committee will be Monday, October 29 at 7:00 PM. Subcommittee on Negotiations - no report RECORDS OF EXECUTIVE SESSIONS · It was moved by Mrs. Brusil and seconded to approve the records of executive sessions held November 13, 2000, December 12, 2000, January 8, 2001, February 12, 2001, March 12, 2001, April 9, 2001, and June 11, 2001, as presented. So voted. · It was moved by Mrs. Brusil and seconded to go into Executive Session to discuss negotiations with union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mrs. McHugh Mrs. Norris, Mayor Scanlon and Mrs. Cahill. NO: None Unanimously voted.
