2001-08-23City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: August 23, 2001 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr., MD, Norman Spector and Peter Hersee. Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services and Ms. Pat Zingariello, Public Health Nurse. Recorder: Judith Balboni Meeting called to order at 7:30 a.m. The Board reviewed and accepted the minutes of July 19, 2001. First, on the agenda, were four restaurants requesting renewal of the Environmental Tobacco Smoke Variance. Variances had been granted for one year and will expire on August 31, 2001. The restaurants represented were Goat Hill Grille, KC's Pub, Anchor Pub and Wild Horse Cafe. Chairman Carbone stressed to applicants that menus should be kept to incidental in bars. None of the applicants were found to be in violation during recent compliance checks. Chairman Carbone and the Board thanked all applicants for complying and informed them of revisiting the issue in January 2002. Later in the meeting, a motion was made by Mr. Hersee, seconded by Mr. Spector to issue variances, requested for renewal. Variances renewed. Mr. Burke informed the Board that on August 9, 2001 the Tobacco Collaborative conducted 13 compliance checks on Cabot Street. None were found in violation. Regarding West Nile Vires, the Health Department has submitted.four dead birds to the State for testing. All were found to be negative. Several calls of dead birds have been reported but not all are submitted for testing. The State is keeping.track of their location. Mr. Burke updated the Board on Community Advisory Group meetings, that he and Ms. Zingariello, Public Health Nurse have been attending, regarding a future high school-based Health Center and Dental Clinic. Mr. Burke, Ms. Zingariello and Sue Pelletier, Dental Hygienist from the Dental Clinic have submitted grant applications for Delta Dental and the Monroe E. Trowt Award. Mr. Burke informed the Board that two beaches, Woodbury Street Beach and Rice's Beach had to be closed, each for a day. The Health Department continues testing all the beaches weekly. Mr. Burke provided the members with a copy of the August 21, 2001 Salem Board of Health correspondence regarding a joint meeting to discuss a "smoking ban". The members were receptive to the idea but want to schedule a meeting, at the time of'the public hearing process or just prior to it. Also, members expressed an interest to meet with their Salem counterparts to discuss other health-related issues facing the region. Mr. Burke and Ms. Zingariello met with the Dental Clinic stair and Mr. Lew Latanzi, Asst. Principal; Beverly High School, to discuss expansion of clinic services into the high school. The tentative plan for the coming school year would be to provide full services to the freshman class and expand education at high school to all grades via health classes. In addition, we would expand education to middle school students via age-appropriate assemblies for each grade level at each school. Mr. Burke and Ms. Zingariello attended a Planning Committee meeting for a Regional Wellness Fair held annually at Salem State College. The Fair originated by Salem, expanded to include Swampscott and Marblehead last year, has invited Beverly to participate this year. The event is scheduled for Sunday, April 7, .2002. Mr. Burke spoke with Mr. Good of Northeast Health" Systems (Beverly Hospital) about the idea. Mr. Good stated the hospital participated last year. A meeting is to be scheduled with representatives of Beverly Hospital to discuss the matter in greater detail. The next scheduled meeting is September 13, 2001.
