1999-10-12BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS October 12, 1999 A regular meeting of the Beverly School Committee was held on Tuesday, October 12, 1999, in the Beverly High School Library, Beverly, MA. Members Present: Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough, Mr. McHugh, Mayor Scanlon and Mr. Cahill. Members Absent: None Also in Attendance: Dr. Judy DeLucia, Assistant superintendent (Elementary), Dr. James Hayes, Assistant Superintendent (Secondary), and Judy Mulligan, School Business Manager. President Bill Cahill called the meeting to order at 6:05 PM. The Pledge of Allegiance was led by Mr. McHugh. RECOGNITION AND PRESENTATIONS President Cahill recognized High School Principal, Bill Foye, who in turn introduced BHS student officers. Shawn Streiff, President, will serve as the representative to the School Committee. Students made brief statements and suggestions for revitalizing the student body at BHS. APPROVAL OF RECORDS · It was moved by Mrs. Goodenough and seconded to approve the records of the regular meeting held September 13, 1999, as presented. Unanimously voted. COMMUNICATIONS · Letter received from the Beverly School for the Deaf reminding the Administration of the need to move the Alternative School program by October l, 1999. · Letter from Mary Lou Leary, Acting Director, Office of Community Oriented Policing Services, U.S. Department of Justice, informing Police Chief William Terry of the COPS school grant award for a new additional full-time officer, an estimated cost of $125,000, for a three-year period. · Letter from Steve Gelin, Northshore Karate Academy, informing Superintendent Lupini of Mr. Gelin's contributions to the Beverly schools. · Notification of the rededication of the flagpole on the new Beverly Commons scheduled for October 14, 1999. Students from Briscoe Middle School will participate, as well as one student each from Beverly High School and McKeown Elementary School. · Dedication and unveiling of the plaque at Hurd Stadium will take place on Saturday, October 30, 1999. Regular Meeting October 12, 1999 Page 2 SUPERINTENDENT'S REPORT Dr. Judy Delucia, Assistant Superintendent for Elementary Education, presented the Superintendent's Report in Mr. Lupini's absence. · Alternative School Program (Choices) Dr. Hayes presented an update on the proposed move of the program to another site. The program will remain at the School for the Deaf until a permanent site can be established. A lease agreement with Cummings Center is being negotiated and will be forthcoming. COPS Grant - Mayor ScanIon updated the Committee on the COPS program, noting that a regular full-time officer will be in the schools every day, effective immediately. A delegate to the MASC Annual Conference in Hyannis November 3-6 will be determined. Superintendent Lupini will plan to attend the conference. · Ron Bouchard, Director of Buildings and Grounds, presented a written update on all building projects. Dr. DeLucia introduced Sally Grimes, educator and consultant working with Beverly teachers, who explained the new research on phoenemic awareness and the need to incorporate this technique into the curriculum. POLICY READINGS · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Frutiger and seconded to accept the Eligibility for Athletics and Co-Curricular Activities Policy, as presented for a Second Reading. Unanimously voted. Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Frutiger and seconded to accept the Library Materials Selection and Adoption, as presented for a Second Reading. Unanimously voted. A First Reading was heard on the policy for Field Trips and Foreign Exchange Programs, noting the change on page 2, Student-Chaperone Ratio, to read "registered" nurse in place of "certitied school" nurse. COMMITTEE REPORTS Career and College Advisory Committee Mr. Cahill will set up a meeting to include persons who have volunteered, as well as high school guidance staff.. Grade Configuration Committee No report Regular Meeting October 12, 1999 Page 3 Hurd Stadium Advisory Committee Mr. McHugh stated the asbestos removal project is in progress. Standing Committee on Curriculum, Instruction, and Student Life Mrs. Frutiger presented minutes of the meeting held October 4, 1999, which included a special presentation by Mrs. Gauthier and four teachers involved in the Looping Classrooms program at the Ayers Ryal Side Elementary School. Standing Committee on Finance and Facilities Mr. Bjork presented minutes of the meeting held September 27, 1999. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to recommend to the City Council that two school buses be declared surplus equipment, as presented. Unanimously voted. (1) 1986 International/Carpenter School Bus VIN#1HVLNHGM7GHA55138 Title #V775544, and (2) 1986 International/Carpenter School Bus VIN#tHVLNHGMXGHA55179 Title #V775543. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to approve new positions (restored or added), as presented, a total net cost to come from additional city appropriation in the amount of $35,847. Unanimously voted. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to appropriate $30,568 for the purchase of the Write Source for Grades 6-12. Unanimously voted. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to appropriate $19,574 to cover the cost of additional working time for elementary and middle school ESP staff (contractual obligation). Unanimously voted. SCHOOL COMMITTEE PROCLAMATION · It was moved by Mrs. Goodenough and seconded to approve the proclamation for John J. Boyle (a former School Committee member), as presented. The proclamation will be presented to Mr. Boyle at his retirement dinner this evening. Unanimously voted. WHEREAS, John J. Boyle has been active in the field of education as an enthusiastic teacher and dedicated administrator for over forty years; and WHEREAS, John J. Boyle served with distinction as a member of the Beverly School Committee for seventeen years; and Regular Meeting October 12, 1999 Page 4 WHEREAS, the citizens of Beverly, and in particular, the children of this seaside community in which John J. Boyle was raised, have benefited greatly from Mr. Boyle's vision, professionalism, and wonderful sense of humor; NOW, THEREFORE, the Beverly School Committee extends its sincere thanks to John J. Boyle for his years of distinguished and dedicated service as a teacher, administrator, and School Committee member, and also extends their sincere best wishes for a healthy, happy, and enjoyable retirement.
