1999-04-12BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS April12,1999 A regular meeting of the Beverly School Committee was held on Monday, April 12, 1999 in the Beverly High School Library, Beverly, MA. Members Present: Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough, Mayor ScanIon and Mr. Cahill. Members Absent: Mr. McHugh. Also in Attendance: William Lupini, Superintendent of Schools, Judy DeLucia, Assistant Superintendent, (arrived 7:45 PM) Keith Manville, Assistant Superintendent, and Judy Mulligan, School Business Manager. President Bill Cahill called the meeting to order at 7:10 PM. The Pledge of Allegiance was led by students from the Odyssey of the Mind team. RECOGNITION AND PRESENTATIONS · Students from the Briscoe Middle School Odyssey of the Mind team conducted problem solutions from a presentation at the Regional Tournament in Salem, where they won first place honors. Members of the team were: Taylor Harrison, J. P,. Krueger, Drew Marquart, Andrew Walker, Casey Thomas and Kyle Theriault. Over 70 students from four schools (11 teams) participated. Hannah students in the audience were recognized, and special appreciation was expressed to Doug Walker, parent volunteer and coach, for of working with students on this program for many years. · Kristen Mareschalchi, DECA advisor and teacher, introduced DECA students, Mike Goldenberg, Tim Reynolds, Andy Bartlett, and Ryan Larson, and briefly explained the DECA program. Mr. Lupini and Mr. Cahill thanked the students and Ms. Mareschalchi for the excellent showing in the state DECA competition. Twenty-one students participated in the competition, and many won honors at the regional level. · Superintendent Lupini introduced three students in the Beverly Schools who scored "Advanced" on all three MCAS tests last spring. The students, who were applauded for their excellence, are: Mary Bailey, Centerville Elementary School, Caroline Mahoney, Centerville Elementary School, and Emily Kenney, Memorial Middle School. · Susan Foster and Judy Miller were recognized for securing a Technology Literacy Challenge Grant (Project MEET) in the amount of $10,000, to work toward implementing staff development opportunities. Regular Meeting April 12, 1999 Page 2 · Susan Foster and Linda Dessaro were recognized for securing a Bell Atlantic EdLink Grant in the amount of $10,000 to assist the high school in implementation of a school- to-career program focused on young women's exposure to non-traditional career opportunities. · Katie Drinkwater, Beverly High School senior, was recognized for recent achievement to All-American status in the high jump by finishing 6th in the national meet. · Mr. Lupini recognized three Beverly teachers for being selected to present workshops at state and national conferences. The teachers are Claire-Marie Hart, Beverly High School, Robert Dunn, Beverly High School, and Sherry Wagner, Ayers Ryal Side Elementary School. · Members noted various activities taking place during Arts Festival Week, including jazz and choral concerts at Beverly High School. President Bill Cahill declared a brief recess at 7:38 PM. The Committee reconvened at 7:44 PM. STUDENT REPRESENTATIVE REPORT There was no representative present at the meeting. RECORDS OF MEETINGS · It was moved by Mrs. Goodenough and seconded to approve the records of the regular meeting held March 8, 1999, as presented. The motion was amended and seconded to change the MCAS test dates on page 2 to read "April 26-30 and May 17-June 2." The motion, as amended, was unanimously approved. · It was moved by Mrs. Goodenough and seconded to approve the records of the Joint School Committee and City Council meeting held March 29, 1999, with the correction that Mr. Rollins was absent from the meeting. The motion, as amended, was unanimously approved. COMMUNICATIONS President Bill Cahill distributed information to members on the Suburban Coalition. A letter of thanks was received from the Beverly Middle School Boys Basketball program coordinators and coaches. SUPERINTENDENT'S REPORT Policy Issues · It was moved by Mrs. Goodenough and seconded to approve the request from the Centerville PTO to name the technology center in honor of Philip Pascucci. A formal dedication will be held at the school on May 6, 1999. · It was moved Mrs. Goodenough and seconded to approve the request from Mayor ScanIon to place a marker by the flag pole at the McKeown Elementary School in honor of the Fortunato brothers, Armand, Peter and Stephen. In the absence of Mr. McHugh, Mr. Cahill read a letter from Mr. McHugh in support of the motion. Unanimously voted. A formal dedication will be scheduled by the Mayor's Office. Chamber Awards The Beverly Public Schools was recently nominated for "Business of the Year", part of the Beverly Chamber of Commerce 1999 Business Awards ceremony to be held on April 27, 1999. School Committee members and administrators who wish to attend should notify Jan in the Superintendent's Office. Superintendent's Evaluation Superintendent Lupini proposed including a "360 degree component" as a pilot program in the superintendent's evaluation process. This process will provide feedback from various groups (self, supervisor, colleague, teacher, direct report, and parent) in the district. TIMSS Assessment A representative sample of Briscoe Middle School grade eight students participated in the Third International Mathematics and Science Study (TIMSS) testing program on April 6, 1999. Memorial Middle School Trip to Canada A trip report was distributed to members, detailing the trip by 37 students to Quebec City in March. WW H Veterans High School Diploma Program Mr. Lupini is working with George White in the Veteran's Office to identify World War II veterans for inclusion in a high school diploma program. High School Improvement Plan A follow-up document to the High School Improvement Plan is included in meeting materials. Building lssues Superintendent Lupini presented a written update of building projects. Parameters for Choices Alternative Program · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, and the Administration, it was moved by Mrs. Frutiger and seconded to approve the paremeters for the admission of non-resident students (not to exceed two students) to the Choices Alternative Program, as presented. Regular Meeting April 12, 1999 Page 4 Coalition for Higher Standards Superintendent Lupini announced that Beverly has been invited to participate in the statewide group of urban and suburban school districts dedicated to building support for higher academic standards. Mr. Lupini will attend a meeting on held May 5 at the Federal Reserve Building in Boston. Revisions to SPED Regulations Revisions to SPED regulations are being proposed and public input is invited. COMMITTEE REPORTS Grade Configuration Committee Superintendent Lupini reported committee members are conducting research and another meefmg will be scheduled next month. Hurd Stadium Advisory Committee Mr. Cahill reported, in the absence of Mr. McHugh, that a meeting was held March 10, 1999, minutes of which are included in meeting materials. An appreciation luncheon was held last week for students and teachers who worked on the Hurd Stadium project. Standing Committee on Finance and Facilities Mr. Bjork presented records of meetings held March 22, 1999 and April 5, 1999. A public heating on the proposed FY00 budget will be held Monday, April 26, 1999 at 7:00 PM at the High School Auditorium. The School Committee will vote on the proposed budget at the May 10, 1999 regular meeting. Standing Committee on Curriculum, Instruction, and Student Life Mrs. Frutiger presented records of a meeting held April 5, 1999. Wendy Ouellette reported on discussions with middle school principals about starting a Peer Mediation program. An event will be held at Beverly High School May 4-6, 1999, titled "Finding Common Ground - A Community Coming Together.' Dr. Judy DeLucia presented copies of the Curriculum Frameworks Grade Level Standards. Subcommittee on Negotiations There was no report. · It was moved by Mrs. Goodenough and seconded to go into Executive Session to consider negotiations with non-union personnel, take whatever action necessary, and not return to Open Session. A roll call vote was requested, which resulted in the following: Mayor Scanlon, Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough and Mr. Cahill. A roll call vote was requested, which resulted in the following: YES: Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough Mayor Scanlon and Mr. Cahill. NO: None Unanimously voted.
