1999-12-13BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS December 13, 1999 A regular meeting of the Beverly School Committee was held on Monday, December 13, 1999, in the Beverly High School Library, Beverly, MA. Members Present: Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough, Mr. McHugh and Mr. Cahill. Members Absent: Mayor Scanlon Also in Attendance: Dr. James Hayes, Acting Superintendent of Schools Dr. Judy DeLucia, Assistant Superintendent (Elementary), and Judy Mulligan, School Business Manager President Bill Cahill called the meeting to order at 7:06 PM following a reception at 6:00 PM for outgoing School Committee members Russell Bjork, Elizabeth Frutiger, and Limda Goodenough. The Pledge of Allegiance was led by Mrs. Goodenough. RECOGNITION AND PRESENTATIONS President Cahill and Dr. Hayes recognized National Merit Commended Students, Jessica Kochick, Ryan Malloy, Kimberley Ready, Elizabeth Baer, Kyle Staller, and Lauren Dubois, and National Merit Scholarship Semi-Finalist, Cheston Gasik. Mr. Cahill gave brief comments about each student and his/her accomplishments, congratulating them on outstanding achievements. Mr. Cahill declared a brief recess at 7:18 PM. The Committee reconvened at 7:26 PM. COMMUNICATIONS/RECOGNITIONS · Congratulations to BHS staff and students on district music honors, and the holiday musical performance at the North Shore Shopping Center. · Successful Fellowship Dinner at Salem prior to Thanksgiving Day game, congratulations to team members, band, and cheerleaders. · Best Wishes to Tim Flaherty, new City Council President. * Notification of the chair and assistant chair by NEASC, for the BHS Accreditation in March. Regular Meeting December 13, 1999 Page 2 OPEN FORUM FOR CITIZEN CONCERNS Toni Musante requested to address members regarding: 1) Lack of notice and concern for future planning relative to the Superintendent's leave of absence; 2) Large classes and lack of resources for students at Briscoe Middle School. Pat Hamilton requested to address members regarding the above issues as well as concerns about MCAS remediation and feedback to parents. REPORT FROM STUDENT REPRESENTATIVE Shawn Streiff presented a list of activities students hope to accomplish. They are preparing a newsletter to keep all students informed and interested. FIELD TRIP REQUESTS Donna Jenko, Principal, Memorial Middle School, presented information on a request for a field trip to Washington, DC. It was moved by Mrs. Goodenough and seconded to approve the request from Memorial Middle School for a field trip to Washington, DC, June 5-9, 2000, as presented. Unanimously voted. Karen Chambers, Science Teacher, Memorial Middle School, presented a request for a field trip to "Nature's Classroom". It was moved by Mrs. Goodenough and seconded to approve the request for a field trip to "Nature's Classroom", Charlton, MA for Grade 6, Memorial Middle School, April 10-14, 2000, as presented. Unanimously voted. Mary Beth Rodolico presented a Foreign Field Trip request to Spain for BHS students in April. It was moved by Mrs. Goodenough and seconded to approve the Field Trip request to Spain, April 13-23, 2000, for Beverly High School students, as presented. Unanimously voted. APPROVAL OF RECORDS · It was moved by Mrs. Goodenough and seconded to approve the records of the regular meeting held November 8, 1999, as presented. · The records were amended to include the words "main motion, as amended, was unanimously epproved." (page 2, line 2) · The records were amended, (page 3 ) NAMING OF GAlL MURRAY MEMORIAL PARKWAY, to read ". ..the Committee intends to vote at the January meeting to waive the three-year requirement in the policy relating to naming after a staff member." The records of the November 8, 1999 meeting, as amended, were approved. Regular Meeting December 13, 1999 Page 3 SUPERINTENDENT'S REPORT Organization Meeting The School Committee Organization Meeting will be held at 6:00 PM, Monday, January 3, 2000, at the Ayers Ryal Side Elementary School, with a reception to follow for newly elected members. School Committee Orientation The School Committee Orientation will be held at Endicott College, Saturday, January 8, 2000, from 9:00 AM to 2:00 PM. MCAS Performance Results Informational presentations on MCAS will be held for district employees on December 14, and a presentation to parents and the community will be held January 5, 2000, at 7:00 PM in the Briscoe Middle School Auditorium. Individual student reports were mailed to parents on December 8, 1999. School Committee Meeting Dates A revised schedule of meeting dates and times was included in meeting materials. Technology Job Descriptions · It was moved by Mrs. Goodenough and seconded to approve the job description for Director of Teehnology, aspresented. So voted. · It was moved by Mrs. Goodenough and seconded to approve the job description for Technology Operations Manager, as presented. So voted. Policy Reading(s) A First Reading was heard on a policy for Acceptable Use of Technology. COMMITTEE REPORTS Career and College Advisory Committee A meeting was held November 16, 1999, minutes included in meeting materials. Future meetings will be held on December 16, 1999, January 13, 2000, February 10, 2000, March 9, 2000, and April 13, 2000, from 6:30 PM to 8:00 PM in the BHS Library. Hurd Stadium Advisory Committee No report at this time. Grade Configuration Committee Site visits to schools will be held in January. The next meeting of the committee will be the first week in February. Standing Committee on Curriculum, Instruction, and Student Life Minutes of the December 6, 1999 meeting and the annual report of the subcommittee were included in meeting materials; copies will be forwarded to citizen advisors and student members. Regular Meeting December 13, 1999 Page 4 Standing Committee on Finance and Facilities Minutes of the November 22, 1999 meeting were included in meeting materials. The meeting scheduled for December 21, 1999 has been cancelled. An annual report of the subcommittee was submitted to the School Committee President. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to approve the addition of a bus monitor at a cost of approximately $4000, and the addition of a freshman girls' lacrosse coach at a cost of $1464. Unanimously voted. Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mr. Bjork and seconded to request the Mayor and Council for a supplemental appropriation for FY2000 in the mount of $115,900, the mount of Chapter 70 aid in the recently approved state budget, over and above the amount anticipated in the preparation of the FY2000 budget. Unanimously voted. ANNUAL REPORT OF SCHOOL COMMITTEE PRESIDENT President Cahill read the Annual Report of the Beverly School Committee. (Copy attached.) It was moved by Mrs. Goodenough and seconded to go into Executive Session to consider records of Executive Sessions, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mr. McHugh, Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough and Mr. Cahill. NO: None Unanimously voted. It was moved by Mrs. Goodenough and seconded to go into Executive Session to conduct negotiations with non-union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: YES: Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough, Mr. McHugh and Mr. Cahill. NO: None Unanimously voted.
