2000-01-10BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS January 10, 2000 A regular meeting of the Beverly School Committee was held on Monday, January 10, 2000, at the Beverly High School Library, Beverly, MA. Members Present: Mrs. Bell, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor Scanlon and Mr. Cahill. Members Absent: Mrs. Brusil. Also in Attendance: William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, Dr. Judy DeLucia, Assistant Superintendent, and Mrs. Judy Mulligan, School Business Manager. President Cahill called the meeting to.order at 7:08 PM. The Pledge of Allegiance was led by Mr. McHugh. Mr. Cahill requested a moment of silence in memory of Peter Fortunato, former Mayor and School Committee member, who passed away in December. RECOGNITIONS Superintendent Lupini, Assistant Superintendent, Judy DeLucia, and President Bill Cahill introduced and thanked "First Steps" teachers who participated in an eight-day tutor training course, designed to support other teachers in the district. The Committee reconvened at 7:25 PM. Memorial Middle School Walkway Janet McAskill, Teacher, Memorial Middle School, updated members on donations and progress to construct a walkway at Memorial Middle School, to be named in honor of Gail Maistrellis Murray. It was moved by Mrs. Norris and seconded that the Beverly School Committee approve the request to name a Walkway at Memorial Middle School in honor of Gail Maistrellis Murray, as presented at the November 8, 1999 regular meeting. Unanimously vote. REPORT FROM STUDENT REPRESENTATIVE Shawn Streiff presented information on student activities at BHS, including assistance on fund-raising for Amnesty International, having the cafeteria opening earlier in the mornings for students, and having students read daily announcements on the public address system from the main office. APPROVAL OF RECORDS It was moved by Mrs. Norris and seconded to approve the records of the regular meeting held December 13, 1999, as presented. Unanimously voted. · It was moved by Mrs. Norris and seconded to approve the records of the organization meeting held January 3, 2000, as presented. Unanimously voted. HELD TRIP REQUEST Superintendent Lupini requested consideration of a field trip for Beverly High School students to Loon Mountain in February. High School Principal, Bill Foye, and student representatives were in attendance to answer questions from the Committee. · It was moved by Mrs. Bell and seconded to approve the Beverly High School field trip request to Loon Mountain, February 12 and 13, 2000, contingent on the following parameters: 1) a mandatory parent meeting be held for parents of all participating students; 2) a waiver for the nurse requirement be obtained; 3) commercial bus be the mode of transportation for the trip; 4) one additional adult (parent) chaperone be added to the group of attendees; 5) field trip contingent on Superintendent approval that all of the above have been satisfied and the field trip conforms to School Committee policy. Unanimously voted. Regular Meeting January 10, 2000 Page 3 Representative to Northeast Consortium It was moved by Mr. McHugh and seconded to reappoint William H. Lupini, Superintendent of Schools, as the official representative to the Northeast Consortium, effective immediately. Unanimously voted. Representative to the Planning and Construction Committee It was moved by Mrs. Norris and seconded to reappoint Cheryl Sydorko, 66 Essex Street, Beverly, MA, representative to the Planning and Construction Committee (permanent building commission) for the period of January 1, 2000 through December 31, 2000. Unanimously voted. Superintendent Lupini will request that Ms. Sydorko present regular reports of the Planning and Construction Committee, either at regular or subcommittee meetings. Middle School Enrollment Information Mr. Lupini presented an enrollment analysis on grade six tudents at both middle schools for the years 1999-2003. A letter was sent to parents of open-enrolled grade six students at Briscoe Middle School informing them that students will no longer be allowed to open enroll because of large class sizes at Briscoe. Redistricting Plan Superintendent Lupini answered questions regarding the proposed plan, voted on at the November regular meeting, with regard to moving Cove students while the school is being remodeled next year. The approved plan includes moving grades 1 through 5 to the McKay School and kindergarten classes to Patten School. A meeting of the Transportation Advisory Committee will be held soon, and Cove School parents will be asked to participate. Superintendent Performance Goals Mr. Lupini presented a written update on the Superintendent's Goals. POLICY APPROVAL It was moved by Mrs. Norris and seconded to approve the policy on Acceptable Use of Technology, as presented for a Second Reading. Unanimously voted. Discussion was held on School Board Governance policies (First Reading). It was moved by Mrs. Coburn and seconded to include language in section 13A, wherever appropriately deemed by legal counsel, to prevent school committee members from serving on a school site council the same year they are serving as a member of the school committee. Unanimously voted. Use of electronic messaging will be reviewed at another meeting. Regular Meeting January 10, 2000 Page 4 COMMITTEE REPORTS Career and College Advisory Committee Mr. Cahill presented minutes of the meeting held December 16, 1999. The next meeting will be held January 13, 2000, at 6:30 PM, at the Beverly High School Library. Grade Configuration Committee Visits to numerous schools will held later this month. A meeting will be scheduled in February, at which time a recommendation will be considered. Hurd Advisory Committee The next meeting will be held Wednesday, February 16 at 7:00 PM in the Conference Room, Briscoe Middle School. Standing Committee on Curriculum, Instruction, and Student Life The next meeting will be held at 7:00 PM on Monday, February 7, 2000. Citizen advisors are being established for the committee. Standing Committee on Finance and Facilities The next meeting will be held at 7:00 PM on Monday, January 24, 2000. Citizen advisors to the committee will be Jack Terrill and Judith Cronin. SCHOOL COMMITTEE REGUIAR MEETINGS Regular meetings will be held at school buildings, beginning in February, as follows: February 14 March 13 April 10 May 8 June 12 McKay (Hannah) Elementary School Memorial Middle School Edwards Elementary School North Beverly Elementary School McKeown Elementary School SCHOOL COMMITTEE GOALS Discussion and review of goals will be held at the February 14 regular meeting. Members noted areas of particular concern they felt should be included and agreed to limit the goals to five or six in number. President Cahill will work on drafts with members and mail revised drafts to committee members for review. The meeting adjourned at 9:10 PM. Janet Norris Secretary
