2000-05-08BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS May 8, 2000 A regular meeting of the Beverly School Committee was held on Monday, May 8, 2000, at the North Beverly Elementary School, Beverly, MA. Members Presont: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mayor ScanIon and Mr. Cahill. Members Absent: Also in Attendance: William Lupini, Superintendent of Schools, Dr. James Hayes, Assistant Superintendent, and Mrs. Judy Mulligan, School Business Manager. President Cahill called the meeting to order at 7:08 PM. The Pledge of Allegiance was led by Mr. Kokos, Principal, North Beverly Elementary School, and Kimberly and Joseph Reinhold, North Beverly School students. RECOGNITIONS Superintendent Lupini and President Bill Cahill recognized and congratulated the following persons for outstanding accomplishments: · James DeLuca, Grade 11, and Jessica Davidson, Grade 9, for obtaining the highest possible score on the 1999 administration of MCAS; · Joseph Reinhold, Grade Four, North Beverly Elementary School, who was awarded first prize for his health essay in the Massachusetts Dental Society, North Shore District. Appreciation was expressed to Lydia Doherty, Beverly Dental Clinic, for promotion of the program and involvement of students in Beverly. · Beverly students who competed in the High School Figure Skating competition and tied for first place (with Port Huron, Michigan), as well as achieving other individual honors: Robby Flynn, Rachele Elliott, Laura Cancellieri; · Appreciation and thanks to retiring teachers: John Boyle, Nancy Guinivan, Jane Harrison, Robert Ferullo, Marguerite Coughlin, Miriam Brown, Sandra Marshall, John Cahill, Larry Gniewek, Joanne Leslie, Gale Whitney and Doreen DePiero. Chairman Cahill declared a brief recess at 7:22 PM. The Committee reconvened at 7:30 PM. OPEN FORUM FOR CITIZEN CONCERNS Citizens requesting to speak regarding redistricting concerns included: Patty Hegarty, Cindy Crawford, Melissa Walz, Suzanne Beaudoin, Liz Crean, Jane Bolger and Janet Doig. Page 2 A written statement was presented to members requesting a technical correction to the redistricting report, to NOT redistrict families of Neighborhood II and Neighborhood X of the Redistricting Plan. · It was moved by Mrs. Bell and seconded to refer the request for a technical correction to the Redistricting Plan, as presented, to the Administration for further review of the rationale and need for change(s), and return to the School Committee for recommended action. (Superintendent to proceed with the implementation of timelines in the Administrative Recommendation on Redistricting Transition, as proposed.) Unanimously voted. REPORT FROM STUDENT REPRESENTATIVE Shawn Streiff reported on the Key Club's efforts to reopen the courtyard at the High School, and continued work on the bathrooms. Superintendent Lupini offered custodial assistance in this effort. Shawn thanked the Committee for the opportunity to serve as student representative, and members, in turn, wished him success in the future. APPROVAL OF RECORDS · It was moved by Mrs. Brusil and seconded to approve the records of the regular meeting held April 10, 2000, as presented. Unanimously voted. · It was moved by Mrs. Brusil and seconded to approve the records of the public hearing on the budget held April 24, 2000, as presented. Unanimously voted. · It was moved by Mrs. Brusil and seconded to approve the records of the special meeting held April 24, 2000, as presented. Unanimously voted. COlVEVIUNICATIONS Superintendent Lupini received a letter of thanks from the U. S. Census Bureau for allowing them to utilize Beverly High School for training activities. A letter was received from the Deputy Director for Training and Education for the U. S. Marine Corps, informing us that Beverly High School has been approved as an ROTC site, beginning in the Fall of 2000. A communication was received from the Massachusetts Association of School Committees requesting that we resister a voting delegate to the business meeting, November 1, 2000, at the Worcester Centrum. Members expressed congratulations to the district and building staff on an excellent musical at Briscoe Middie School. Regular Meem~ M~j 8, 2000 SUPERINTENDENT'S REPORT Summer School · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Bell and seconded to approve the summer school program (course offerings and fees) for Summer, 2000, as presented. So voted. Waiver for Building Rental A request was received from the National Safety Council for utilization of Beverly High School facilities for a retraining program, including waiver of the building rental fee(s). The request was referred to the Standing Committee on Finance and Facilities. Personnel The Administration presented the following revised job descriptions for consideration: Director of Athletics, Health and Physical Education (K-12) Administrator of pupil Personnel Services Out-of-District Coordinator for Special Education Special Education Team Leader Director of Personnel : Department Chairpersons (High School) · It was moved by Mrs. Brusil and seconded to adopt the six (6) job descriptions, as presented by the Administration, assuming if and only if, the positions are funded in next year' s budget. · It was moved by Mrs. Brusil and seconded to amend the motion to include additional wording on Department Chairperson(s), Essential Functions, as follows: "18. Keep informed on educational innovations and trends as they relate to department concerns and assess how they may be infused into the development of department curriculum and curriculum delivery. 19. In consultation with the Director of Technology, facilitate the introduction and use of technology assisted education into the department; monitor and evaluate the use of technology; identify requirements and develop a plan for technology insertion into the department; coordinate knowledge transfer among department staff." Unanimously voted. Staff Positions · It was moved by Mrs. Coburn and seconded to hire the following seven (7) new and/or reconfigured positions: Director of Athletics, Health and Physical Education (K-12), Administrator of pupil Personnel Services, High School Math Teachers (2), High School Science Teachers (2), and High School Foreign Language Teacher (1), part of the FY2001 budget process, as requested by the Administration. Superintendent Lupini presented a rough draft of proposed budget adjustments to the FY2001 Budget, which will be presented to the Standing Committee on Finance and Facilities for consideration. Regular Meeting May 8, 2000 Page 4 A vote on the motion on the table resulted in a unanimous affirmative vote. · Upon the recommendation of the Standing Committee on Finance and Facilities, it was moved by Mrs. Brusil and seconded to grant the Administration permission to hire the following new and/or reconfigured positions: Language Based Special Education Teacher (District Program - Middle Level) Life Skills Special Education Teacher (District Program - Middle Level) Unanimously voted. Redistricting Transition · Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, it was moved by Mrs. Bell and seconded to approve the Administrative Recommendation on Transition Issues, Elementary Redistricting Transition Advisory Committee, as presented. Unanimously voted. Superintendent Lupini expressed appreciation to the members of the Redistricting Transition Committee for their great support and diligence to address issues and concerns relative to implementation of the redistricting plan. School Committee Goals Chairman Cahill expressed good progress on goals, noting completion of all Superintendent's Forums. Block scheduling at Beverly High School will be reviewed, in conjunction with Central Office Administration and High School Administration, and discussed at a meeting of the Standing Committee on Curriculum, Instruction, and Student Life next fall. COMMITTEE REPORTS Career and College Advisory Committee - no report Grade Configuration Committee There will be a meeting date set in the near future - no meeting this week. Hunt Stadium Advisory Committee Mr. McHugh stated there will be a smaller committee, who will meet to prioritize needs. Standing Committee on Curriculum, Instruction, and Student Life A meeting was held May 1, 2000, minutes of which will be forthcoming. Standing Committee on Finance and Facilities A meeting is scheduled for Monday, May 22, 2000 at 7:00 PM. Subcommittee on Negotiations The next meeting is scheduled for May 10, 2000 at 6:00 PM. Regular Meeting May 8, 2000 Page 5 June School Committee Meeting The meeting date for the regular meeting in June will be changed to Tuesday, June 20, 2000, at 7:00 PM at the McKeown Elementary School. Executive Session · It was moved by Mrs. Brusil and seconded to go into Executive Session to consider strategies with union personnel, take whatever action necessary, and not return to Open Session. A roll call vote resulted in the following: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh Mrs. Norris, Mayor ScanIon and Mr. Cahill NO: None Unanimously voted. The Committee recessed at 9:11 PM.
