2001-09-13City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: September 13, 2001 Place: Beverly Council on Aging, Arts & Crafts Room Board members present:. Frank S. Carbone Jr., MD, Norman Spector and Peter Hersee Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services and Pat Zingariello, Public Health Nurse. Recorder: Judith Balboni Meeting called to order at 7:30 a.m. The Board reviewed and accepted the minutes of August 23, 2001. Mr. Burke informed the Board that the Tobacco Collaborative is still seeking to fill the position that will offer its help with compliance checks of youth access/retail sales and building a partnership with the schools. Most of the help is seasonal and doesn’t last. It has been suggested that area colleges be approached as they may have internship programs for working in the community. Starting October 1, 2001 the Mass. Food Establishment Regulation, 105 CMR 590.003(A)(2) will be requiring food establishments to have at least one person-in-charge who is a certified food protection manager. The Health Department has been providing establishments with the schedules of training programs. Along with the new code has come increased paperwork and longer inspection time. The Health Department is seeking help with food inspections on a consulting basis. Mr. Burke informed the Board the first allotment of the flu vaccine has arrived, 20 percent of the 1,800 to 1,900 doses the city expects to get. The Health Department has planned a Flu Clinic to be held at the Senior Center on October 23, 2001, 9:00 a.m.- Noon., others to be announced. It will be offered for persons over 65. This year the department will ask for Medicare cards in the hope of submitting for reimbursement. The staff will be attending a meeting on this procedure. Mr. Burke informed the Board that beach testing has been completed for the summer. Two beaches had to be closed, each for only one day this season. The Household Hazardous Waste Collection date has been set for April 27, 2002. Mr. Spector suggested that we take a more pro-active approach thru public awareness, possibly sending notices to homeowners, school children and media, etc. Mr. Burke spoke about the housing code inspection procedure. Recently the Assessors office supplied the department with an updated list of property owners and their addresses. This makes it somewhat easier to work from. Letters were sent to all realtors asking them to be aware of the ‘change of occupancy ‘ inspection program and also to pass information along to future clients. The Health Department is also in the process of filling the clerical position to help with this program. Mr. Burke and Ms. Zingariello are on the Planning Committee for a Regional Health Fair to be held at Salem State College in April 2002. Meetings have also been held in support of a school-based Health Clinic, to include dental services for freshmen. The next scheduled meeting is at Beverly Hospital on October 9, 2001. Mr. Hersee will attend. Mr. Burke was selected to serve on the Executive Board of the Beverly Community Council. Ms. Zingariello is planning an Employee Wellness Fair for all city employees to be held at City Hall on October 4, 2001. Pat has several exhibitors attending and all city employees are being urged to attend. The Board has put off until January any discussion on the proposed ‘no smoking’ regulation.
