2001-05-17City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: May 17, 2001 Place: Beverly Council on Aging, 90 Colon Street, Arts & Crafts Room Board members present: Frank S.Carbone Jr., MD., Norman Spector and Peter Hersee Board members nbsent: Others present: William Burke, Director of Public Health and Thomas Scully, Director of Community Services, Pat Zingariello, Public Health Nurse. Recorder: Judith A. Balboni The meeting was called to order at 7:30 a.m. The Board reviewed and accepted the minutes of the April 26, 2001 meeting. Mr. Burke introduced Mr. Walter Montgomery to the Board. He is the Director of Northeast Massachusetts Mosquito Control & Wetlands Management District. Mr. Montgomery spoke of plans for controlling the spread of mosquito-borne West Nile Virus this summer. The plan has already been put into action in Beverly with larviciding catch basins and breeding grounds of mosquitoes. This will be done one day a week throughout May & June. Last year, whenever a dead bird tested positive for WNV, Northeast Mass. Mosquito Control would spray within 2-mile radius of where bird was found. This year, mosquitoes will be trapped and tested for the virus and if found, the catch basins will be treated again. Truck spraying could be done also, if approved by the Board of Health. Mr. Montgomery will provide the Board with copies of best management plan for Beverly, the area and West Nile Virus vector control. Chairman Carbone thanked Mr. Montgomery for attending the meeting and bringing us up-to- date on West Nile Virus and his management plan for effectively treating infected mosquitoes. Mr. Burke received information from the state regarding a Hotline number for residents to use in reporting dead birds. Tracking of location will also be done and the state will decide on birds from what location will be tested. The Health Dept. would be a drop-offplace for these birds. Mr. Burke said training and/or pesticide licensing of municipal workers treating catch basins would be available. Looking into having Dept. Public Services and Health Dept. staff licensed if needed. The Board reviewed lifeguard waiver renewal applications from Hannah Village & Colonial Manor. A motion was made by Mr. Hersee and seconded by Mr. Spector to renew the waiver for the 2001 bathing season. All pool renewal letters and applications have been sent out, returned and waiting for inspections 2 so they can open for Memorial Day. Camp renewal letters and applications have also been mailed. Inspections and follow-ups will be done by Diane Kurkjian, RS and Pat Zingariello, Public Health Nurse. Mr. Burke reported that Household Hazardous Waste Collection Day on April 28, 2001 was extremely successful, especially collection of CRTs and Electronics. 500 cars were serviced and 2 tractor-trailers were filled with electronics. Pat Zingariello, Public Health Nurse has been working on a web page for the health department with a student intern from North Shore Community College. It should be ready in early June. Pat told the Board she is very enthusiastic about upcoming events she has planned. Women's Health Day on May 23, 2001 will be offering bone density screening along with lots of other information from Beverly Hospital, VNA and Tobacco Control. Men's Health Day is scheduled for June 18, 2001. Representatives from North Shore Urological Assodates, VNA, Geriatric Center at Hunt, and Northeast Health Systems will be providing information on a variety of men's health issues. Ms. Zingadello is trying to schedule an Employee's Wellness Day before the end of this year. Mr. Burke informed the Board that four special funds have been set up for dental donations, Grant awards, and potential insurance reimbursements in the future. The fund balances would be carried over from year to year, unlike general funds in the municipal budget. Meeting adjourned at 8:35 a.m. Respectfully submitted, Judith A. Balboni
