2004-02-24 City of Beverly, Massachusetts Public Meeting Minutes Special Meeting - Educational Session BOARD: Planning Board SUBCOMMITTEE: DATE: February 24, 2004 PLACE: Beverly City Hall BOARD MEMBERS PRESENT: Chairperson Richard Dinkin (arrived at 7:45 p.m.), John Thomson, William Betts, Joanne Dunn, Ellen Flannery, Daniel Hamm, Elizabeth McGlynn, Robert Rink, Donald Walter OTHERS PRESENT: Tina Cassidy, Planning Director; Leah Zambernardi, Asst. Planning Director RECORDER: Leah Zambernardi Vice-Chair Thomson calls the meeting to order at 7:25 p.m. Vice-Chair Thomson states that the purpose of this meeting is to review the Zoning and Subdivision laws. Zambernardi states that an ANR plan was filed with the Planning Department earlier in the week. She asks members if they would review the plan before opening up the Educational Session. Members agree. Subdivision Approval Not Required Plans (SANR’s) 112 Sohier Road – Bass River Realty Trust, Devens H. Hamlen, Trustee A representative of Port Engineering presents the plan. He states that the plan must be filed with Land Court. Chairman Dinkin arrives at 7:45 p.m. Thomson notes that notations should be put on the plan indicating that Lots 19, 21 and 22 are not buildable lots. He adds that there is an errant Z shown between Lots 20 and 22 that should be removed. The Port Engineering representative agrees to make these changes. Dinkin: Motion to endorse the plan for 112 Sohier Road as one not requiring approval under the Subdivision Control Law, seconded by McGlynn. All members in favor, no one in opposition. Motion carries. Educational Session Planning Board Minutes January 20, 2004 Page 2 Zambernardi distributes an agenda and an outline of the agenda topics. Zambernardi and Cassidy present the topics of discussion and Board Members discuss and ask questions. Discussion includes the Open Meeting Law, public hearing v. public meeting, site visits, executive sessions, quorums, and Subdivision Approval Not Required Plans (SANR's). The Board concludes its discussion at 9:00 p.m. and agrees to discuss the remainder of the agenda at a later time. Members concur that meeting once or twice a year for educational purposes is worthwhile. New/Other Business Zambernardi states that CTPC is hosting a Planning and Zoning Conference on March 20, 2004 in Worcester. She asks members to consider attending. Adjournment: Flannery: Motion to adjourn, seconded by Dunn. All members are in favor. Motion carries. The meeting is adjourned.
