2001-04-26City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: April 26, 2001 Hace: Beverly Council on Aging, Aris & Crats Room Board members present: Frank Carbone, Jr., MD, Norman Spector and Peter A. Hersee Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services, and Pat Zingariello, Public Health Nurse Recerder: Judith Balboni The meeting was called to order at 7:30 a.m. The Board reviewed and accepted the minutes of March 22, 2001 meeting. The first order of business came from Attorney Richard Brooks, representing the Gateway Condominium Trust, 50-60 Rantoul Street who is seeking to waive the lifeguard requirement. Gateway has 165 units with 12 children in residence. Pool is 4-4 1/2' deep x 45' long x 20' wide and access has been by lifeguard. Maintenance person has been pool supervisor in the past. Signs are posted that no one under 16 is allowed in pool without adult. The Board informed the Gateway representatives that the pool must have an automatic locking gate. Testing for pH must be done 4 times a day and recorded into log. Chairman Carbone told representatives that the Board would take under advisement. The Board will consider pool attendance and percentage of minors residing at the property in making their decision. Later in meeting, it was suggested that a letter, emphasizing automatic locking mechanism in operation at all times, be sent to attorney. Motion made by Peter Hersee to accept, seconded by Norm Spector. Vote unanimous. Waiver granted for 1 year for 2001 bathing season. Mr. Burke had several updates for the Board. Attorney lack Altshuler is waiting for a level- playing field for all restaurants regarding ETS Regulation. ludicial relief may be sought. Mr. Scully stated that the restaurants in favor of regulation could really help the cause if they petitioned together and/or wrote letters. Mr. Burke recently attended seminar on the West Nile Virus, a potentially deadly virus found in birds last year. The mosquito that carries WNV becomes active in May / June. The state is finalizing management plans and reporting procedures. A Hotline will be set up for residents finding dead birds and results will be posted on Department of Public Health's website. Walter Montgomery, Director of Northeast Massachusetts Mosquito Control & Wetlands Management District will attend next month's board meeting. Mr. Spector would like to have as much information possible, along with prevention tips, sent to the pubhc. Mr. Burke is working on establishing a dedicated fund for grant awards and potential insurance reimbursments. Chairman Carbone told members he would like to review the 5-year plan. The staffto prepare outline or 'wish' list of things to make jobs easier can be submitted. He would like a report by September for discussion. Pat Zingariello, Public Health Nurse, submitted her monthly report to the Board. Pat has been working with a student from North Shore Community College designing a website for the health department. Through her effort the Health Dept. was awarded a Skin Cancer Grant. She is looking into a way of getting reimbursement from HMO's for flu shots given. She has been attending various meetings throughout the community. Mr. Burke updated the Board. The Mercury Exchange Program was a great success. Hazardous Waste Collection Day is next weekend, April 28, 2001. Mr. Burke told the Board that some of the administrative work of the Dental Clinic, previously performed by Ms. Doherty, would be taken on by Ms. Zingariello. He has spoken to Mr. L'Italien, Human Resources and Mr. Scully who were in favor. The additional duties would be compensated without increasing the budget. Topics for future consideration, Mr. Burke would like to review the present fee schedule, which has not been updated sine 1994, with the Board.
