2003-11-15 City of Beverly, Massachusetts Special Meeting Minutes BOARD: Planning Board SUBCOMMITTEE: DATE: November 15, 2003 PLACE: Cummings Center Parking Garage, Beverly BOARD MEMBERS PRESENT: Chairperson Richard Dinkin; John Thomson, Ellen Flannery, Elizabeth McGlynn, Donald Walter OTHERS PRESENT: Leah Zambernardi, Asst. Planning Director RECORDER: Leah Zambernardi Chairperson Dinkin calls the meeting to order at 10:30 a.m. Chairperson Dinkin states the purpose of this meeting is to view the proposed building and access way at the Cummings Center currently under review by the Planning Board as Site Plan Review Application #77-03. He states that this is not a public hearing and the public should reserve their questions and comments until the meeting is adjourned. He asks applicant Gerard McSweeney to explain the project for members. Mr. McSweeney displays the plans for the project and points out stakes marking the footprint of the proposed building and the access way. Mr. Thomson asks about access to the culvert. Mr. McSweeney states that the structure will be built on piles and will not bare on the culvert. He states that the culvert is accessible at low tide. Chairman Dinkin asks about deliveries and questions that deliveries approaching from the north may be routed down McKay Street into the new entrance. Mr. McSweeney states that most deliveries would come eastbound from Route 62. He stated that most deliveries are small such as FedEx packages. Mr. Thomson states that moving trucks will access the new drive as well as office supply deliveries and trash removal. Chairman Dinkin notes that there is a market for professional services such as doctors and attorneys offices and that many of these professionals would come from the Wenham/Hamilton area down McKay Street to the new entrance. Ms. McGlynn asks why the new access will be onto the second floor. Mr. McSweeney states this location would require minimal grading. Mr. McSweeney states that the purpose of this access is to make it easily accessible. Chairman Dinkin asks how close the building will be to the street. Mr. McSweeney states that the building is on average 40 feet from the street. He notes that the closest point is 10 feet at the corner. Chairman Dinkin asks Board members if they have additional questions or comments. There being none, the meeting is adjourned at 11:15 a.m.
