Cassidy John Thomson ~inu~es Beverly Planning Board January 21, 1997 Meeting Members present: Chairman James Manzi, Richard Dinkin, Joanne Dunn, Bill Delaney, John Thomson, Barry Sullivan, Stephen Papa and Salvatore Modugno; also present: Assistant Planning Director Debbie Hurlburt and Susan Akerman, Secretary to the Board. Chairman Manzi calls the meeting to order at 7:30 p.m. 1. Discussion/decision: Woodland Road Definitive Subdivision Plan / S & J Realty Trust Hurlburt updates the members and states that there was an issue regarding drainage calculations that was outstanding as of the last meeting. Hurlburt reads letter from George Zambouras regarding drainage calculations dated 1/16/97 (on file). Chairman Manzi asks if Counsel is present; they are not. Delaney states that Counsel will be present tonight. Delaney: motion to table and continue further discussion on Woodland Road Definitive Subdivision Plan until such time as Counsel arrives, seconded by Modugno. All in favor, Motion carries. 2. Subdivision Approval Not Required Plans (SANR's) a. Preston Place Hurlburt addresses the Board and states that this plan conveys two small parcels of landto a larger parcel. Hurlburt states that the plan meets all the Board's requirements for ANR plans and should be endorsed as such. Thomson: motion to endorse plan of land for Preston Place as one not requiring approval under the Subdivision Control Law, seconded by Modugno. All in favor, Motion carries. City Hall 191 Cabot Street Beverly, Massachusetts 01915 (508) 921-6000 Fax (508) 922-0285 Planning Board Minutes January 21, 1997 Meeting Page Two · Discussion/decision: Woodland Road Definitive Subdivision Plan / S & J Realty Trust Thomas Alexander, attorney representing the developers addresses the Board and states that the developers have considered the comments of the neighbors and of the Planning Board and explains that the developers are re-designing a Subdivision Plan and that they are seeking an extension of time on the existing filing for 3-4 months. In the interim the applicant will come back to the Planning Board and submit a new filing subject to a new Public Hearing. Thomas Alexander explains that the new filing will address many of the questions and concerns of the neighbors and of the Planning Board. Delaney asks if Attorney Alexander could explain briefly the sense of what will be proposed. Attorney Alexander states that the new plan will show a reduction in density and provisions that will do away with connecting through to Woodland Road. Attorney Alexander explains that the subdivision will be smaller with no dead end and have fewer lots. Thomson states that he would like to have the turning radius addressed in this new plan and that a solution should be found to address the steep hill. Thomson explains that he is concerned with the cars going up and down this steep hill. Attorney Alexander states that the developer is working on the radius and will be able to address at the new hearing. Delaney states that he has several concerns regarding density and access problems on Colon Street and Montserrat Road as well as drainage issues. Attorney Alexander states that the developer is attempting to redesign the plan and will address any concerns of the public and of the Board. Hurlburt reads Attorney Thomas Alexander's request for an extension of time for action on the Woodland Road Definitive Subdivision Plan. (On File). Dinkin: motion to accept Counsel's request for an extension of time on Woodland Road Definitive Subdivision Plan to May 25, 1997, seconded by Sullivan. All in favor, Motion carries. 3. Maplewood Village Subdivision / Request for reduction of bond / Maplewood Villaqe Limited Partnership / A1 Symes Hurlburt reads letter dated 1/17/97 from Maplewood Village Limited Partnership, A1Symes regarding bond reduction request. (On File). Hurlburt reads letter dated 1/7/97 from George Zambouras. (On File) Planning Board Minutes January 21, 1997 Meeting Page Three Dinkin: motion to reduce the bondamount on Maplewood Subdivision to $189,020.00 exactly, seconded by Modugno. All in favor, Motion carries. 4. Lakeshore Definitive Subdivision Plan / set date for Public Hearing / A1 Symes. Chairman Manzi recused himself from discussion of this matter. Dinkin asks if Counsel is present and would like to address the Board. Counsel addresses the Board and states that the developers are seeking a request for a Public Hearing at the next available date. Delaney: motion to set a Public Hearing for Lakeshore Definitive Plan to take place at the Board's next scheduled meeting set for February 25, 1997 at 7:30 p.m., seconded by Sullivan. All in favor, Motion carries. Chairman Manzi returns to the meeting at this time. 5. Access Road Definitive Subdivision Plan / set date for Public Hearing / David Camevale. Attorney Thomas Alexander, counsel representing David Carnevale addresses the Board and states that they are seeking a request for a Public Hearing at the next available date. Dinkin: motion to set a Public Hearing for Access Road Definitive Plan to take place at the Board's next scheduled meeting set for February 25, 1997 at 8:00 p.m., seconded by Delaney. All in favor, Motion carries. Subdivision Approval Not Required Plans (SANR's) b. Nicole Avenue / Tom Carnevale Hurlburt updates the Board and states that the applicant is seeking ANR approval for Parcel B/roadway as a subdivision and endorsement by the Planning Board. Hurlburt explains that all lots and frontage are the same. Dinkin asks what land is being exchanged. Hurlburt responds none. Dinkin states that this parcel is not a subdivision of land and is not entitled for endorsement as an SANR Not Requiring Approval. Board Minutes January 21, 1997 Meeting Page Four Dinkin: motion that the Board decline applicant's request to endorse plan of land for Nicole Avenue as one Not Requiring Approval under the Subdivision Control Law, seconded by Sullivan. All in favor, Motion carries. Delaney: motion to take off table on Woodland Road Definitive Subdivision Plan, seconded by Papa. All in favor, Motion carries. 6. Approval of Minutes - December 17, 1996. There are no minutes available at this time. 7. New or Other Business a. Waterways License application for 1 Melvin Avenue / Ronald Janard Hurlburt states that a Chapter 91 license for 1 Melvin Avenue is on file with the Planning Board as required, and that it is available for Members to review. b. 675 Hale Street Hurlburt hands out a letter to the Members for their review regarding 675 Hale Street. 8. Adjournment Dinkin: motion to adjourn meeting, seconded by Modugno. All in favor, Motion carries. Meeting was adjourned at 8:00 p.m.
