Thursday, December 11, 1997
Members present:
Chairperson Richard Dinkin, Vice-Chairman Bill Delaney, Joanne Dunn,
Ellen Flannery, Barry Sullivan, John Thomson, Sal Modugno. Also
present: Asst. Planning Director Debbie Hurlburt, Engineering Director
Frank Killilea, Planning Director Tina Cassidy.
Chairperson Dinkin calls the special meeting to order at 8:16 p.m., and asks the City Planner to
update the Board.
Cassidy states that members had tabled discussion and a decision on this project at Tuesday
evening's meeting. At that time, the applicant's engineer indicated that a private easement was
going to be created over two of the lots in this submission for the benefit of an abutter. The
Board requested that the location of the easement be added to the plan prior to final Board action.
The engineer delivered revised plans to the Planning Depralment earlier today showing the
location and path of the 10' wide easement and including lot area calculations proving that all
tots in the project would conform to the City's zoning requirements. Additionally, the engineer
has mended the plan to incorporate the comments of Engineering Director Frank Killilea
regarding the location and installation of street trees.
Dinkin asks if all lots shown on the plan conform to zoning. Cassidy states that they do.
Delaney: motion to approve the Thackery Way definitive subdivision plan subject to the
conditions that a) all street trees in this subdivision be located a minimum of four
(4) feet outside the roadway right-of-way and installed in accordance with the City
of Beverly's Standard Lawns and Planting Specifications and Planting Procedures
and b) that in the event a 48" depth for the installation of stone bounds cannot be
accomplished due to the presence of ledge, the City's Engineering Department
shall be consulted for alternatives. Motion seconded by Thomson; Thomson,
Delaney, Dinkin, Dunn, Flannery in favor, no one in opposition. Motion carries.
Thomson: motion to adjourn, seconded by Delaney. All members in favor, motion carries.
The special meeting of the Board is adjourned at 8:17 p.m.
