Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - August 9, 1973 Meeting called to order at 6:30 p.m. Members present were Dr. Jacob H. Fine, chairman; Angelo R. Massa and A. Joseph Callahan, Jr.. Also attending were Joseph W. Walsh Jr., Director; and Leo L. Panunzio, Milk and Food Inspector. The minutes of the July 12, 1973 meeting were accepted as mailed. The monthly bill schedules were signed and the monthly reports of the various staff members were read. Old Business Daily Reports The Board of Health reviewed all the monthly reports submitted to them by the departmental staff and noted for the third consecutive month (May, June, July) Mr. Robert Russo had not complied with the Board's request of filling out daily work reports. Also, for the second consecutive month (June, July) Mr. Richard Montoni failed to submit the required daily report as required by Regulation # 2 of the departmental roles and regulations. Fore and Aft The Milk and Food Inspector reported to the Board that the owner of the Fore and Aft Restaurant had complied with his order of July 12, 1973 (see minutes of July 12) and he was satisfied with the cooperation and expedience by the owners to comply with all of his requests. The Board of Health felt that no action had to be taken and instructed the Director to send a letter to the owners of the Fore and Aft thanking them for their cooperation in this matter. Landmark school The Board of Health reviewed a set of construction plans of a proposed cafeteria addition to the school and felt the plans, as submitted, lacked enough detail for their approval. The Board requested a definitive set of plans, including but not limited to kitchen layout, dining room layout, butler's pantry, etc. be sent to them for their evaluation. The Board instructed the Director to return the plans and request more data be incorporated on the next set of plans submitted for their approval. Express Mart The Director read the following letter to the Board from the Old Colony Petroleum Co.: August 3, 1973 Mr. J. Walsh, Director Board of Health - City of Beverly 191 Cabot Street Beverly, MA RE: Old Colony Petroleum (Express Mart) 295 Cabot Street, Beverly, Mass. I requested that you Board gives us a license to sell at retail the following items in addition to the ones we already carry. Milk (cartons) Bread Orange Juice (cartons) Soda We do not intend to sell any other food items, bat if our plans change in the future, we will again comes your board for further permission. As I explained at our meeting last evening, Old Colony Petroleum is attempting to change its way of doing business to better suit the changing times. We are moving from a dealer organization to an employee operation. It is hoped that this, and cleaner use of the bays, will give our image a lift, and make employee operation possible. I will work with your Health Inspector to maintain the standards that your Board sets in this matter. Thank you for your kind attention and help last evening. Very truly yours, (Signed) Ralph S. Sulmonetti Vice President RSS/LJ The Board discussed the proposed Mini Mart with the Inspector of Milk and Food and Old Colony's request for permission to sell on their promises a limited type of merchandise. Acting on a recommendation of the Milk and Food Inspector, the Board of Health unanimously voted to approve the issuance all of a limited retail market license to Old Colony D/B/A Express Mart, 295 Cabot Street, Beverly. Health Resources Booklet The Director showed the Board a copy of a social resources booklet being distributed by the Beverly Community Council. The Board approved the format and told the Director to use it when correlating our resources booklet, but to delete the social services area of the booklet and concentrate exclusively on the available Health resources in the greater Beverly area which could fall within the "umbrella" of the Board of Health. The Director is to begin working on the proposed book and submit his draft to the Board as soon as possible. Housing The Director requested permission to board 25 Grover Street, Beverly which had been damaged during a fire last year. The Board discussed the Director's request and on a motion made and seconded unanimously voted to board and make safe 25 Grover Street and instructed the Director to place a lien on the property to insure recovery of the costs of boarding said property. The Director requested pemission to board 90 Preston Place, Beverly which has been vacant for a number of years. The Board discussed the Director's request and on a motion made and seconded unanimously voted to write the attorney for the estate giving him 15 days to board said structure or the Board of Health would board the building and place the appropriate liens on the property, to recover the cost incurred to make the property safe. New Business Youth Center The Director submitted the following letter to the Board regarding the condition of the Myles McPherson Youth Center. To: Beverly Board of Health From: Joseph W. Walsh, Jr.. Director of Public Health Re:: Myles McPherson Youth Center Date: August 9, 1973 This office received on August 3, 1973 a report from the Beverly Police Department regarding the deplorable conditions observed by one of their police officers at the Myles McPherson you center. Upon receipt of the enclosed report, I made an inspection of the Center and found that some of the toilet facilities were inoperable, the sinks were not working, a lack of hot water, very poor housekeeping, and in general basic sanitary conditions were non-exist. An interview with the two paid staff members left me with the impression that they could care less about the poor housekeeping. I re-checked the Youth Center August 9 1973 and found approximately the same conditions as I observed on August 3, 1973. A futile attempt had been made to superficially clean the toilets, however, countless beer cans, liquor bottles, sandwich rappers, and assorted other debris was observed all over the floor of said facility. Therefore, I recommend to the Beverly Board of Health that the Myles McPherson Youth Center be closed immediately and remain closed until the Center is cleaned, renovated, and the toilet facilities repaired, all sinks fixed, and in general, a thorough cleaning of the facility be undertaken. Walsh Jr. Director of Public Health The Board discussed the Director's report and his recommendation and on a motion made and seconded unanimously voted to give the Director of the Youth Center five (5) working days to make all the corrections outlined in the Director's report. Should this order not be complied with during the prescribed time period the Board of Health on a motion made and seconded unanimously voted to order said facility closed until they comply with the Board's order. Out House The Director told the Board of Health that an out house was still being used by an elderly family living at 19 Marsh Avenue, Beverly. He explained to the Board that an order was sent by him to the Hiltonen Family to provide indoor quoted facilities of the 90 days. The Director will submit a progress report at the September meeting. Bathing Beaches The Director reported that the water sampling program of all Beverly beaches has shown a less than 4 % of the samples taken had a high coliform bacteria count and only one of the samples was extremely high. In all instances the resampling results were well within the safe bathing range. The Board accepted this report as informational. Meeting adjourned at 7:50 p.m. Respectfully Submitted, Joseph W.
