2001-05-03 City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: May 3, 2001 Place: Beverly Recreation Dept Board members present: Bruce Doig, Mark Casey, David Gardner, Kevin Hobin, Arthur Powell, Patti Adams, Lauren Young, Elizabeth Caputo Board members absent: Others present: Joan Fairbank, Recreation Director, Tom Scully Minutes of previous meeting were accepted as written. DTRECTOR'S REPORT · Dix Park: neighbors have raised their portion of the money for the new equipment Tom was told by John Dunn to take out all Capital Improvement money from the budget until after they figure out the Health Insurance. · Discussed installing concrete pads for the picnic tables at Lynch Park. Estimated cost is $900 each. Project tabled to next year's Enterprise budget. · Discussed plastic barrels that have been placed at Lynch for rubbish. Joan not happy with the different colors. She recommended purchasing someone thing new. Lauren asked why this expense had to be assumed by the Recreation Department considering there is no money in the budget for it. She asked for another barrel at Bartlett Gardens. Bruce noted that there is only one barrel at all the Little League parks. Leagues need to be reminded that they must remove all the trash they create while using the park. · Tom reported that he had a complaint that someone cut down some trees at Obear Park. There were no witnesses to the vandalism. Since trees were in a wetlands protection area the owner (the City) is required to replace them. Phil has been asked to order some trees. A motion was made that the Commission write the Chief of Police asking him to pursue the matter as they would like to see the guilty party be held responsible. · Discussed asking the City Council to change the ordinance regarding dogs at Lynch Park so that no dogs are allowed at any time between Memorial Day - Labor Day. It was also discussed creating a "Dog Park" and making all other parks "dog free" year round. Discussed the difficulty of policing such a policy with only one dog officer. · Budget: reviewed revenue and expenses for current year and new budget figures. MASTER PI.AN · Lauren reminded group that they were going to invite a different person each month to their meeting to discuss specific: topics. It was suggested that June would be a good month to invite Phil to discuss a tree plan. Joan agreed to call him. COMMITTEE REPORTS · Discussed Golf & Tennis Club law suit. · Open Space: having workshop forum (Th, May 17, Senior Center) · Lynch Trustees: wrote to the Mayor reviewing a few issues such as the sea wall, security at Lynch in the absence of a caretaker and safety issues with the barn. Arthur reported that his contractor (Sabatini) has brought up very serious concerns about the condition of theTea House in the Garden. Tom Scully expressed dissatisfaction with some of Sabatini's past work in the garden and would like to look for someone with restoration experience to advise on any future repairs to the garden. · Youth Collaboration: no definite plans yet a but are still discussing the use of Innocenti.
