2001-07-05City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: July 5, 2001 Place: Beverly Recreation Dept Board members present: Bruce Doig, Mark Casey, David Gardner, Kevin Hobin, , Patti Adams, Lauren Young Elizabeth Caputo Board members absent: Arthur Powell Others present: Joan Fairbank, Recreation Director, Tom Scully Minutes of previous meeting were accepted with the following amendment: Donation of fencing at Harry Ball was offered by Ed White. DIRECTOR’S REPORT · Vandalism- has been a big problem this summer. Potta potties have been tipped over, one was set on fire, equipment at Obear and Lynch have sustained damage and graffiti. Neighbors have been asked to keep watch and call the police. · Use of Garden: Discussed whether or not the policy should be changed for wedding that get rained out. At present a no refund for rain policy is in effect. It was decided that the policy not be changed. Also discussed the problem in the garden in regards to the broken and missing bricks on the pathways. Arthur Powell was contacted by phone and said he would contact the contractor the next day. Liz Caputo was able to reach the contractor during the meeting and he agreed to be at Lynch on Friday to review the situation and to start work on the following Monday. · Late Pick Up Fee: Discussed instituting a new policy for people who pick up their children late from camp or arrive more than 15 minutes early in the morning. Many different options were reviewed. A motion was made by Lauren Young that for every 15 minutes that a parent arrives early or late that a fee of $15 be charged, payable at that time. If fee is not paid, child cannot return to camp the following day. Motion was seconded and carried with all in favor. · Personnel: Joan reported that Mari has accepted the job at Shore and will be leaving in August. Joan will prepare a job description for Tom L’Italien so that the position can be advertised. It is possible the position will be taken out of the union. · Bike Rakes: have been purchased and will be installed near the shell · Letter from Paul Cotter was read and discussed. He suggested that our Rangers assist him in policing the dog policy by obtaining either the owner’s license plate number or the license number on the animal. No one liked the idea of the Rangers approaching the animals for their tag numbers but will suggest they try to get the plate number. It was also suggested a notice be print, stating policy, for the Rangers to distirbute. · Praise for Rangers: Patti Adams praised the work of the Rangers this summer. She felt they were very visible and going a great job. Mr. Scully suggested that a more official looking uniform would help give the Rangers more authority. · Kayak Learning Center: Joan reported that year 2000 money has been received and the deadline for 2001 payment is at the end of Homecoming. SALLY MILLIGAN Discussed signs, marking trails, etc. A motion was made to prohibit mountain bikes and snowmobiles. Motion carried with all in favor.
