1998-06-04BEVERLY PARKS & RECREATION COMMISSION Minutes of meeting held June 4, 1998 Present: Bruce Doig, Kevin Hobin, Ivy Mahan, Ann Harney, DaveGardner, Liz Caputo, Joan Fairbank, Mari Matt and Art Daignault from the Beverly Commission on Disabilities. [REVISED 6/30/983 Minutes of previous meeting were accepted as written. Mr. Daignault explained about the handicap parking requirements and detailed changes that needed to be made by the July 1 deadline. Lynch Park presently has 5 handicap spaces in the parking lot and by law 7 are required. After some discussion it was agreed that 6 spaces would be made in the lot and 1 space added up by the barn. At Dane the deadline will be extended. At Obear Park the lines need to be painted to determine how many spots are needed there. A motion was made, seconded and carried with all in favor to install new fences at McKay, Gage and Balch. Discussed a copy of a letter from the BHS Softball Boosters (May 3) to the Beverly City Council asking for a waiver to the rule preventing them to have signs at Innocenti. This will be discussee at Public Service & Aid meeting on Monday. Joan will attend and bring copies of Commission's policy on this matter. Joan discussed the budget. The Mayor informed Tom Scull~ that 50% of the $100,000 that he announced will be set aside for park improvements will be taken from our Enterprise Fund ($50,000). Also the request for Mari's position will be in the budget at the requested rate but is to be reimbursed in full by the Enterprise Fund. The original requested rate was also reduced to $23,000 from $28,000. He did say (thru Tom Scully) that it would be changed back to the $28,000 after the budget is passed. And, that John Dunn is taking $15,000 from the Enterprise Fund as an assessment for managing that fund. Commission met with Animal Control Officer Amy Cyr. Discussion was held on "dog policy". Amy will check into the conflicting wording in the ordinance under Parks & Recreation and the ordinance under Animal Control. One reads "no dogs Memorial Day to Labor Day", the other: "no dogs Memorial Day to Labor Day from 8am - 9 pm". Mari reported that a great summer staff has been hired. Orientation for parks & camp staff will run for 3 days including a full day session with surrounding towns to be hosted this year in Marblehead.
