2004-01-14Parking and Traffic Commission Public Meeting Minutes - January 14, 2004 Page 1 CITY OF BEVERLY, MASSACHUSETTS PUBLIC MEETING MINUTES BOARD OR COMMISSION: Parking & Traffic Commission SUBCOMMITTEE: DATE: January 14, 2004 LOCATION: Third floor copy room, City Hall MEMBERS PRESENT: Dennis Tarsook, Clark Mitchell, Leah Zambernardi, Sue Mueller MEMBERS ABSENT: Robert Mead OTHERS PRESENT: RECORDER: Leah Zambernardi Ms. Zambernardi calls the meeting to order at 10:00 a.m. and states that the purpose of the meeting is to review an application for site plan review currently in front of the Planning Board. Steven Haight, Appledore Engineering c/o S.R.WeinerAssociates /CVS/65 Dodge Street (North Beverly Shopping Plaza): Ms. Zambernardi states that the purpose for this meeting is for Site Plan Review #78-03. Mr. Stephen Haight from Appledore Engineering is present to explain the plans. He states that this development will be at the North Beverly Shopping Plaza. He states that his company recently helped Shaws relocate into the former Ames building, which was a Site Plan submission several months ago. He states that this plan involves tearing down the existing Papa Gino’s building and Fleet Bank ATM Kiosk. They will put in a freestanding CVS with a drive thru at that back corner of the site. The parking will go in front of the proposed building. He states that the Fire Department has requested that the driveway in the rear of the building have an 18-foot width. He states that fire trucks will be able to access three sides of the building. He stated that there is actually access on every side of the building and he pointed out that the side of the building facing Dodge Street has a 15-foot width. He stated that they designed an additional walkway connecting the building to the rest of the plaza. Sergeant Tarsook states that the Plaza works well, although he notes that there is only room for two cars to exit, which are usually waiting at the light to turn left. He notes that this contributes to the frequent cuing of cars in those lanes. He suggests taking away only 2 or 3 feet of landscaping to accommodate a right turn lane. Mr. Haight states that he had calculated that into the plan and it works without having to widen the curb cut. He states they can fit in 3, 12-foot aisles for cars exiting. He adds that an additional stop sign will be added at the intersection of the traffic aisles, which will be added in the spring when they re-stripe the parking lots. Sergeant Tarsook states that it is good that the curb cuts won’t be disturbed on Dodge Street. Parking and Traffic Commission Public Meeting Minutes - January 14, 2004 Page 2 Sergeant Tarsook asks about pedestrian access to the site from the Dodge Street sidewalk. Mr. Height states that there will be a descending stair with handrail from the sidewalk onto the parking lot. He states that the old walkway to the far left of the site will be eliminated. Sergeant Tarsook asks about handicap access. Mr. Height states that the grade is too steep to allow for access. He states the grade from the sidewalk drops down 3 or 4 feet. He shows that the drive thru will be much lower than the street grade. He states the crosswalk cannot stay in the existing location to the left of the site because of this. Mr. Haight anticipates that handicapped persons would most likely drive to the site. He adds that another pedestrian connection will be added from CVS to the Shaws parking lot. Mr. Haight states that the parking calculations incorporated the new CVS, the old CVS in the plaza, Papa Ginos, in anticipation of total buildout. He states they are still 10 parking spaces in excess overall. He states that the stand alone store still has its own parking associated with it. Zambernardi asked about cars parking on the east of the building and whether deliveries would interfere with or block those cars. Mr. Haight states that CVS will have a maximum of two deliveries per week. They typically will deliver with a tractor-trailer truck and will be in and out in an hour. CVS has about 4 to 5 employees per shift maximum. Mostly employees will use these spots. The parking field in front of store the will be for customers. The loading pad will have a tailgate delivery. The compactor for cardboard will be emptied once a month. A dumpster pad will be in the back corner to be emptied twice a week at the most. Mr. Haight stated that there is currently a 4’ fence on the property and the abutter asked for a 6’ fence, which they will accommodate. The dumpster will be secure inside an architectural block enclosure with a door. There is no food here except for packaged food. Zambernardi asked if the members thought there would be a need to limit delivery times to be consistent with those restrictions placed on Shaws. Mr. Haight stated that CVS would accommodate that. The store is open 24 hours and they would like overnight deliveries however they do understand the circumstances in this situation. Sergeant Tarsook states that they definitely should not have overnight deliveries. Sergeant Tarsook states that because this property is in the front part of the parcel, the dumpster is also of concern. He states that the noise regulations would apply. There should be no pickups before 7 a.m. or after 8 p.m. at night. Mr. Haight states that CVS would comply with this also. Zambernardi states that an enclosure around the dumpster to buffer it would be a very good idea. Mr. Haight states that the idea would be to have a 7-foot high enclosure with an architectural face to be consistent with the architecture of the building. There would be gates on the front. It would be an 8’ x 8’ enclosure. The dumpster itself is 6’ x 6’. This gives the trucks enough room to maneuver to empty the dumpster. Mr. Haight states that the wall goes up to the street level and is topped by a berm. There is then a vinyl fence for safety. Deputy Chief Mitchell makes a motion to recommend that the Planning Board approve the site plan with the conditions that an additional right turning lane be added to the Dodge Street entrance, that CVS has the same delivery hour restrictions as Shaws, that dumpster pickup is limited to between 7 a.m. and 8 p.m., and that the dumpster is encapsulated, and to maintain an 18 foot width on the rear driveway. Sergeant Tarsook seconds the motion and it passes unanimously (4-0).
